Key Details
Launched in November 2024, Bal Vivah Mukt Bharat brings together local officers, public reporting and awareness activities, with priority given to 257 districts identified as high-burden using NFHS-5 data.
Local officers: Details of 71,882 Child Marriage Prohibition Officers (CMPOs) are reflected on the campaign portal (stopchildmarriage.wcd.gov.in.); 59,686 are designated at Gram Panchayat level.
Incidents reported: The portal has recorded 4,536 child-marriage incidents. The update does not state how many resulted in prevention, protection or other action.
Outreach: The campaign reports 6.85 lakh awareness programmes with 12.47 crore participant attendances, alongside 42.01 lakh pledges. These are activity counts, not a measure of changed behaviour.
Longer-term prevalence: 20.1% of women aged 20–24 had married before turning 18 in NFHS-6 (2023–24), compared with 23.3% in NFHS-5 (2019–21).
The Law Provides the Power to Prevent an Impending Marriage
The Prohibition of Child Marriage Act, 2006 (PCMA) is the legal foundation. It defines a child as a female below 18 or a male below 21 and allows a magistrate to issue an injunction to stop an impending child marriage. State-appointed CMPOs are tasked with prevention, gathering evidence, counselling families, raising awareness and coordinating with other authorities.
The Supreme Court’s October 2024 directions emphasised dedicated officers, coordination and training, alongside better identification of areas at risk. Listing CMPOs closer to communities is relevant to that preventive approach. But an officer’s designation alone does not show whether a child at risk can reach them or receive help in time.
Beti Bachao Beti Padhao Addresses the Conditions Behind the Practice
Beti Bachao Beti Padhao (BBBP) works through awareness and community mobilisation to strengthen the protection and education of girls and challenge discriminatory attitudes. Keeping girls in education and widening their future opportunities are part of the broader response to pressures that can lead to early marriage.
BVMB adds a specific child-marriage prevention campaign to that existing legal and empowerment framework. Its outreach has involved schools and colleges, faith leaders, people providing wedding-related services, and local elected bodies — groups that may learn of a planned marriage before it takes place.
Reported Activity Is Not the Same as Demonstrated Prevention
The portal’s incident count shows reports being recorded, while the programme and pledge totals show the scale of mobilisation. None of these figures establishes how many marriages were prevented, how quickly officers responded or what protection children received afterward.
NFHS-6 provides important context: child-marriage prevalence among women aged 20–24 declined to 20.1%. But its fieldwork ran from May 2023 to December 2024, while BVMB began on 27 November 2024; the indicator also asks about marriages that often occurred years earlier. The survey decline cannot be attributed to BVMB.
Policy Relevance
The three parts of the response do different work: PCMA enables intervention and protection; BBBP addresses attitudes and girls’ opportunities; BVMB seeks to organise reporting and local action around child marriage.Their effectiveness depends on what follows a warning—not simply how many officers or awareness events are recorded.
For the 257 priority districts, useful evidence would include whether reports reach a responsible officer promptly, whether impending marriages are stopped, and whether children receive continuing support, including help to remain in education. That would connect the campaign’s reported activity to its prevention objective without treating pledges or survey trends as proof of impact.
Relevant Question for Policy Stakeholders: Of the incidents reported through the campaign portal, how many received timely intervention, and what support followed for the children involved?
