Key Details
The two-day Makalkkoppam – Her Summit 2026 began a wider consultation for a women’s policy the state plans to announce on 8 March 2027.
Five discussion areas: Economic and professional opportunities; political leadership; education, health and mental well-being; safety and access to justice; and cybersecurity.
Further consultation: Keralam plans to hear from female college students and youth leaders through a Youth Gen Z Conclave, as well as frontline workers, local governments, researchers, civil society and justice-system professionals.
Local safety: Strengthening vigilance committees on campuses and in communities, including through local elected representatives, is under consideration.
Public input: Suggestions can be sent to makalkkoppam@gmail.com. The state says submissions received within two weeks of the summit will be considered while preparing the policy action plan.
Employment and Decision-Making Are Both on the Agenda
Summit discussions went beyond helping women enter the workforce. They addressed equal pay, social security, entrepreneurship and remaining in employment, alongside women’s representation in politics and other decision-making bodies. These are areas being considered for the policy, not measures already adopted.
The discussions also brought together health, mental well-being, protection from violence and safety online. That breadth matters: a woman’s ability to study, work or lead can be affected by risks and responsibilities outside the workplace.
Consultations Will Extend Beyond the Summit
The state plans to seek views from Anganwadi and ASHA workers and Haritha Karmasena members, whose community-facing work may bring everyday barriers into policy discussions. Police officers, lawyers and judges are also expected to contribute on safety and access to justice. The planned youth conclave is intended to bring younger women’s experiences into the process.
Her Summit is therefore a policy-development step, not the publication of a final policy. The government says the resulting proposals will be considered before the policy is presented to the State Legislative Assembly.
Policy Relevance
The consultation’s value will depend on whether women’s accounts of employment barriers, safety concerns and limited influence over decisions become specific commitments in the final policy. Involving frontline workers and local institutions may reveal where existing services do not meet those needs.
The planned March announcement provides a point at which to assess the outcome: which proposals were retained, which departments will act on them, and how progress will be assessed.
Relevant Question for Policy Stakeholders: How will Keralam show which concerns raised by women and frontline workers shaped the final policy and its action plan?
