The Department of Land Resources (DoLR) is hosting a National Symposium to accelerate the implementation of major digital land reforms, moving towards a transparent, citizen-centric land administration system crucial for achieving Viksit Bharat. This reform builds upon the existing Digital India Land Records Modernization Programme (DILRMP), which has been extended until March 2026.
The Symposium focused on three critical digital pillars:
Mapping and Survey: A comprehensive review of the NAKSHA pilot programme will be undertaken, which uses modern aerial flying and feature extraction technologies for accurate land mapping across over 157 cities. This aims to align aerial surveys with existing ground realities and cadastral maps.
Digital Ecosystem: Dedicated sessions will focus on developing the LandStack, envisioned as Indiaβs unified digital land ecosystem designed to seamlessly integrate cadastral maps, geospatial data, and administrative records under common national standards.
Citizen Empowerment: A primary focus will be the UrPro Card, a proposed single, trusted digital property document intended to simplify citizen interaction across multiple state systems. The goal is to integrate this card across all governmental systems, including registration, mutation, property tax, and building permission systems, thereby empowering citizens with secure and transferable digital property rights.
These reforms heavily leverage cutting-edge technology, including the WebGIS Platform, AI/ML analytics, and 3D mapping, to boost transparency and accountability in urban land governance. The urgency of this overhaul is underscored by the fact that over 66% of civil cases in lower courts are related to land and property disputes.
