BRICS Adopts Chennai Declaration to Expand Joint Research and Technology Cooperation

Adopted under India’s chairship, the declaration places a people-centred, “humanity-first” approach at the centre of scientific cooperation, with greater emphasis on shared facilities, young researchers and technologies serving the Global South

Key Details

The Chennai Declaration, adopted unanimously at the 14th BRICS Science Ministerial Meeting, sets the direction for cooperation in science, technology and innovation (STI) among member countries.

Its principal mechanisms are:

  • Shared research infrastructure: An Action Plan and terms of reference have been prepared for a dedicated task force, alongside progress towards operationalising BRICS Global Research Advanced Infrastructure Network (BRICS GRAIN).

  • Common knowledge platform: A proposed BRICS Science and Research Repository would map institutions, researchers, publications, datasets, facilities and collaboration opportunities.

  • Research and innovation networks: Cooperation will continue through 14 thematic working groups, joint research calls, young-scientist programmes and startup partnerships.

  • Programme continuity: An STI calendar for 2026–27 has been endorsed, with China scheduled to chair the next ministerial meeting in 2027.

The declaration does not announce funding commitments, binding timelines or country-specific implementation responsibilities.


Shared Laboratories Could Broaden Research Access

Large scientific facilities — from advanced computing systems to specialised laboratories and observatories — are expensive to build and operate. BRICS GRAIN is intended to make existing research infrastructure more accessible across member countries, while supporting joint projects, technology development and researcher exchanges.

An Action Plan and terms of reference for the relevant task force have been prepared. The practical value of the network will depend on how members settle questions of facility access, project selection, costs, intellectual property, security and the movement of researchers and equipment.

For India, reciprocal access could supplement domestic research capacity in areas requiring expensive or scarce infrastructure. India must, in turn, determine which national facilities can participate and under what conditions.


A Repository Would Make BRICS Research Easier to Find

The proposed BRICS Science and Research Repository is envisaged as a digital public good for scientific cooperation. Rather than storing publications alone, it would help users locate researchers, institutions, datasets, infrastructure and potential partners across member countries.

Its effectiveness will depend on common metadata standards, regular updating and interoperability between national systems. Access would remain subject to each country’s rules on data governance, privacy and sensitive research.

Together, GRAIN and the repository address two different constraints: one seeks to improve access to physical research capacity, while the other aims to improve visibility and exchange of knowledge.


Young Researchers and Startups Form the Third Pillar

The declaration continues the BRICS Young Scientist Forum and Young Innovator Prize, while encouraging greater researcher mobility and stronger links among incubators, accelerators and early-stage investors.

It also welcomes the BRICS Youth Startup Platform. A separate proposal for a BRICS Startup Innovation Fund is under consideration through the grouping’s industry track; the science ministerial announcement does not confirm that the fund has been established.

These measures are intended to connect scientific collaboration with entrepreneurship and market access, although their impact will depend on funded mobility, mentoring and investment rather than networking platforms alone.


“Humanity-First” Sets the Direction for Cooperation

The declaration calls for emerging technologies to support human welfare, social inclusion, sustainable development and resilient growth. Its cooperation agenda covers AI, high-performance computing, quantum technologies, biotechnology, health, advanced materials, renewable energy, geospatial applications, disaster management, and ocean and polar science.

For the Global South, the stated test is whether these technologies become accessible, affordable and responsible, and whether collaborative research addresses development needs rather than technological capability alone.


What Does “Humanity-First” STI Mean?

A humanity-first approach treats scientific and technological progress as a means of improving welfare rather than an end in itself. Under the declaration, innovation should contribute to social inclusion, resilient growth, sustainability and better quality of life.

For the Global South, this implies giving greater attention to whether frontier technologies are accessible, affordable and suited to development needs, not merely whether they expand technological capability.


Policy Relevance

For India, the next decisions are operational.

  • Select facilities for BRICS GRAIN: India must identify which publicly funded research installations can offer reciprocal access and under what conditions.

  • Finance actual participation: Researchers will require grants for facility use, travel and joint projects, particularly at universities outside the largest national institutions.

  • Protect strategic interests: Cooperation in AI, quantum technology, biotechnology and advanced materials needs clear safeguards for intellectual property, cybersecurity and dual-use research.

  • Direct research towards public needs: Affordable healthcare, clean energy, climate resilience and disaster preparedness offer practical areas for applying the humanity-first principle.

  • Track outcomes: Facility access, funded projects, researcher exchanges, shared datasets, patents and deployed technologies should determine whether the declaration has moved BRICS STI cooperation beyond dialogue.


Relevant Question for Policy Stakeholders: Can India turn the Chennai Declaration into funded research access and deployable technologies, particularly for institutions and communities outside established innovation centres?
