Summary

A Digital Backbone for Community Institutions

LokOS functions as the national digital platform for DAY-NRLM, bringing Self-Help Groups (SHGs), Village Organisations (VOs) and Cluster Level Federations (CLFs) onto a common digital system. By replacing paper-based records with digital workflows, it strengthens programme management while enabling consistent monitoring across multiple administrative levels.

From Record-Keeping to Financial Governance

Beyond digitising member information, the platform manages savings, loans, repayments and financial transactions worth nearly ₹2 lakh crore annually, alongside the Revolving Fund, Community Investment Fund and Community Enterprise Fund. This creates greater transparency and improves oversight of community-managed financial resources.

Using Data to Strengthen Rural Livelihoods

LokOS combines financial data with livelihood profiles, Digital Aajeevika Registers and analytics to support planning and programme convergence. Integration with the Lakhpati Didi initiative enables continuous tracking of livelihood progress, while the newly launched SHE-LEAPS platform extends digital support to women-led enterprises in both farm and non-farm sectors.

What is LokOS?

LokOS is the digital governance platform developed under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). It digitises the management of Self-Help Groups and their federations by integrating member records, financial transactions, livelihood information and programme monitoring into a single web and mobile platform.

  • Supports evidence-based programme management by combining financial records with livelihood profiles and digital analytics, enabling governments to identify implementation gaps and target support more effectively.

  • Advances women’s economic empowerment by integrating financial inclusion with enterprise development through initiatives such as Lakhpati Didi and SHE-LEAPS, supporting the transition from savings groups to income-generating enterprises.

  • Strengthens convergence across rural development programmes by providing a common digital platform that links grassroots institutions with village, block, district, state and national monitoring systems.

  • Demonstrates how Digital Public Infrastructure can extend beyond service delivery to programme management, enabling continuous monitoring, performance assessment and institutional strengthening across large-scale development programmes.
