The National Skill Development Corporation (NSDC) and Cultus Education have launched a nationwide initiative with Amazon Web Services to expand cloud and AI training, particularly in Tier 2 and Tier 3 cities.
The programme has two training levels:
Foundational learning: 1.5 lakh learners will receive self-paced cloud and AI literacy training through Amazon Web Services digital content.
Intensive training: 10,000 participants will receive instructor-led, job-oriented training through Amazon Web Services re/Start, covering cloud infrastructure, networking, security, databases, programming and AI fundamentals.
Graduates of the intensive programme will receive an Amazon Web Services certification and access to qualified interview opportunities. A National Hackathon will conclude the initiative.
The announcement does not specify the programme’s duration, eligibility rules, selection process or placement target.
The Programme Separates Awareness from Workforce Training
The initiative does not promise the same depth of training to all 1.5 lakh learners. Most participants will receive foundational digital content, while 10,000—around 6.7% of the total learner target—will enter the structured AWS re/Start programme.
This distinction matters when assessing its employment potential. Foundational courses can widen exposure to cloud and AI, but the intensive cohort is more directly connected with hands-on laboratories, instructor-led learning, certification and interviews.
Cultus Education, selected by NSDC as the delivery partner, will operate the programme online. This removes the need for participants to relocate but also places greater importance on device access, connectivity, learner support and course completion in underserved areas.
The Focus Moves Beyond Metropolitan Talent Markets
Youth outside major technology centres often face a combination of limited specialist training, weak employer networks and few recognised credentials. By prioritising Tier 2 and Tier 3 locations, the programme seeks to connect emerging talent pools with technology-sector opportunities.
Its value will depend on whether online access translates into sustained participation. Learners who begin with self-paced content must be able to progress towards advanced training, certification and employment rather than stopping at enrolment.
The proposed hackathon could provide additional employer visibility, although it should complement—not substitute for—a wider system of internships, apprenticeships and entry-level recruitment.
Policy Relevance
The partnership offers a possible model for using industry platforms to expand advanced digital training without first building physical centres in every district. Its performance should be judged through a clear learner funnel: registrations, active participation, course completion, progression to intensive training, certification, interviews and actual placements.
NSDC should also track outcomes by gender, location and socio-economic background to determine whether the initiative is genuinely reaching underserved youth. Public reporting would help distinguish geographical reach from meaningful inclusion.
Because the curriculum and certification are linked to one technology provider, participants should also acquire portable fundamentals — programming, networking, cybersecurity, data management and problem-solving — that remain useful across different cloud environments.
Finally, employer demand must shape cohort size and course content. Expanding training without corresponding entry-level opportunities risks adding credentials without resolving the underlying difficulty young people face in obtaining their first technology job.
