SDG 11: Sustainable Cities and Communities | SDG 13: Climate Action
Institutions: Government of Sikkim
The Asian Development Bank on 18 September 2025 approved a $179 million loan to support Sikkim’s urban transformation program. The initiative aims to modernize urban infrastructure, expand water supply and sanitation services, and integrate climate-resilient planning across Sikkim’s rapidly growing towns. The project will also support digital governance systems to improve municipal service delivery and strengthen institutional capacity for long-term urban management.
ADB emphasized that the loan will help Sikkim balance sustainable urban growth with ecological sensitivity, given its status as a fragile Himalayan state. The program is designed to complement India’s broader urban development goals while building resilience against floods, landslides, and other climate-related risks.
Similar to this effort, ADB recently approved a $125 million loan for Assam to boost urban infrastructure and resilience in Guwahati and six district headquarters, underlining its widening focus on climate-resilient urbanization in India’s northeastern region. These states can serve as a test case for scaling such models in other Himalayan and North-Eastern states facing similar infrastructure and climate challenges.
