UN: Alarming Global Rise in Cyberbullying

The UN Special Representative of the Secretary-General on Violence against Children has reported that an "alarming" two-thirds of children worldwide have observed an increase in cyberbullying. The report, based on a poll of over 30,000 children across every region, identifies Artificial Intelligence (AI) as a factor that is "fundamentally transforming the threat".

Generative AI has enabled the creation of high-fidelity deepfake photos and videos used to humiliate, threaten, and exploit children at a massive scale. Compounding this crisis is the finding that one in two children do not know where to seek the right support. The UN warns that the lack of effective reporting mechanisms, driven by the fear of peer stigma or adult judgment, is a functional prerequisite for devastating psychological distress and, in tragic cases, self-harm.

How AI is "Transforming the Threat"? AI is fundamentally changing the nature of online harm by allowing for the mass manipulation of digital reality. It operates on the mechanical theory of "synthetic exploitation"; deepfake technology can create realistic but fake compromising images of children that are indistinguishable from real photos. This serves as a primary mechanic for humiliation and extortion. Furthermore, AI-powered chatbots can manipulate children who often "over-trust" digital interactions and cannot distinguish them from human empathy. Regulating these tools is a functional prerequisite for child safety, as the speed and scale of AI-generated content can overwhelm traditional manual moderation systems.
