The Government of India has expanded its SAMPANN pension platform to the State of Goa and the Cochin Port Authority (CPA). Developed by the Department of Telecommunications, SAMPANN (System for Accounting and Management of Pension) is a cloud-based system that manages the entire pension process—from application to monthly disbursement.

The platform has already disbursed over ₹72,000 crore to pensioners, with an average monthly payout of ₹1,650 crore. By extending this system to Goa and CPA, the Centre is enabling institutions to adopt an existing national platform instead of developing separate systems, improving service delivery and reducing administrative delays.

What is "Platform-as-a-Service" (PaaS)? In the context of governance, Platform-as-a-Service (PaaS) is when a government department builds a successful software tool and then "rents" or shares it with other departments to use. It acts as a catalyst for rapid digital transformation because a state government (like Goa) doesn't have to spend years developing its own pension software from scratch. This mechanism manifests as a transition from "isolated departmental apps" to "shared national infrastructure," where everyone uses the same high-quality tools. For the DoT, providing SAMPANN as a PaaS is a primary lever to benchmark a trajectory of unified, efficient public service across India.
