On 2–8 April 2026, the Government of India is organising Sadhana Saptah, a capacity-building initiative under Mission Karmayogi, marking five years of the programme and the foundation of the Capacity Building Commission (CBC).

The initiative brings together Central Ministries, States/UTs, and training institutions to strengthen civil service capabilities through a shift from rule-based processes to role-based competency frameworks. With over 1.5 crore learners on the iGOT platform, the focus is on translating digital learning into improved service delivery outcomes.

Sadhana Saptah combines technology, institutional coordination, and training reforms to align capacity building with the broader goals of administrative efficiency and citizen-centric governance.

Core Themes of Sadhana Saptah

  • Technology integration: Use of AI, digital platforms, and data tools to support decision-making and automate routine administrative processes.

  • Incorporating knowledge systems: Integration of Indian Knowledge Systems (IKS) and ethical frameworks into administrative training.

  • Outcome-oriented governance: Ministries are expected to define measurable service delivery targets, supported by monitoring systems.

Key New Initiatives Launched

  • Karmayogi Kshamata modules: Targeted training for frontline officials to improve digital capability and citizen interaction.

  • UNNATI platform: A unified digital system linking training institutions for course delivery, collaboration, and monitoring.

  • AI-enabled knowledge tools: Development of AI systems to organise and apply governance case studies within training programmes.

  • Capacity building at grassroots: Use of digital platforms to support local governance and Panchayat-level administration.

What is Mission Karmayogi?

Mission Karmayogi is India’s national programme for civil services capacity building, led by the Department of Personnel and Training (DoPT). It focuses on shifting from a rule-based administrative approach to a competency-based system, where training is aligned with the specific roles and responsibilities of officials.

The programme uses platforms such as iGOT to deliver continuous learning, with the objective of improving administrative efficiency and service delivery outcomes.

Policy Relevance: Strengthening Administrative Capacity and Service Delivery

  • Scaling competency-based governance: The shift toward role-based training frameworks links capacity building more closely with job functions and performance outcomes.

  • Institutionalising continuous learning: Platforms such as iGOT and UNNATI enable ongoing skill development across ministries and states, reducing fragmentation in training systems.

  • Integrating technology into administration: Use of AI and digital tools supports more efficient workflows and data-driven decision-making within government processes.

  • Strengthening frontline service delivery: Targeted training for frontline officials can improve citizen interaction and last-mile governance outcomes.

  • Aligning capacity building with long-term goals: The initiative supports broader efforts toward administrative reform and improved state capacity in line with national development objectives.

Relevant Question for Policy Stakeholders: How can the UNNATI portal balance standardisation with flexibility, while avoiding duplication across multiple training institutions?
