In a written reply in Rajya Sabha on March 11, 2026, the Ministry of Panchayati Raj detailed the core objectives and structural features of the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), a centrally sponsored scheme aimed at strengthening the governance capabilities of Panchayati Raj Institutions (PRIs). The primary driver of the scheme is the Capacity Building and Training (CB&T) of elected representatives and functionaries to improve their effectiveness in delivering local services and managing rural development. By focusing on the Localization of Sustainable Development Goals (LSDGs), RGSA serves as a functional prerequisite for transforming Gram Panchayats into self-reliant institutions capable of inclusive planning. The scheme acts as a foundation for empowering over 31 lakh elected members across the country, ensuring that grassroots democracy is supported by high-fidelity administrative and technical expertise.

Key Features and Objectives of the Revamped RGSA

  • Massive Capacity Building: Targeting the training of more than 31 lakh elected representatives and officials of PRIs to enhance their governance skills.

  • LSDG Integration: Aligning village-level planning with the Sustainable Development Goals through a thematic approach adapted for rural contexts.

  • Incentivising Performance: Utilizing the "Panchayat Award" system as a primary mechanic to reward and recognize high-performing Panchayats.

  • Infrastructure Support: Providing financial assistance for the construction of Panchayat Bhawans and the establishment of computer labs/training centres.

  • Technical Assistance: Supporting the recruitment of human resources for PMUs (Project Management Units) to provide functional guidance at the state and district levels.

  • Participatory Planning: Strengthening the preparation of the Gram Panchayat Development Plan (GPDP) to ensure that local needs are mechanically integrated into budgetary allocations.
