The Ministry of Corporate Affairs (MCA) has expanded the eligibility criteria for the pilot phase of the Prime Minister Internship Scheme (PMIS). In a major policy shift finalised with the Ministry of Education, final-year undergraduate and postgraduate students are now eligible to participate in structured, paid internships.

This modification aims to provide students with hands-on industry exposure before they complete their formal education, ensuring they are job-ready at the point of graduation. The move directly supports the National Education Policy (NEP) 2020 goals of embedding experiential learning into the academic journey.

To participate, eligible youth between 18–25 years of age must apply through the official PMIS portal. A mandatory requirement for these students is the submission of a No Objection Certificate (NOC) from their educational institution, signed by an authorized official such as a Dean or Training & Placement Officer. This ensures that the internship does not interfere with their academic requirements. Currently, in its third pilot round, the scheme has seen participation from over 300 top companies, offering interns a minimum financial assistance of ₹9,000 per month.

Key Changes and Scheme Features

  • New Eligibility: Inclusion of final-year undergraduate (UG) and postgraduate (PG) students.

  • Institutional Safeguard: Mandatory NOC from the educational institution to prevent academic interference.

  • Financial Support: Minimum stipend of ₹9,000 per month provided to all interns.

  • Industry Participation: Over 300 top-tier companies across various sectors are offering roles in the current pilot phase.

  • Age Bracket: Scheme remains focused on youth between 18 and 25 years of age.

  • Digital Access: Applications and opportunity postings are centralized through the official PMIS portal.

What is a "No Objection Certificate (NOC)" in PMIS?

A No Objection Certificate (NOC) is a formal document issued by a student's college or university stating that the institution has no issues with the student undertaking an internship. For the PMIS, this certificate is a critical safeguard. It must be signed by an authorized official (like a Principal or Placement Officer) and explicitly confirm that the internship hours will not clash with the student's exams, lectures, or other academic duties. This ensures that while students gain "real-world" experience, their degree completion remains the priority.

Policy Relevance

  • Graduate Employability: By allowing internships in the final year, the policy reduces the "waiting period" between graduation and employment, addressing the critical issue of entry-level skill gaps.

  • Operationalising NEP 2020: The expansion turns the NEP's vision of experiential learning into a tangible reality, moving higher education away from purely theoretical models toward industry-integrated learning.

  • Youth Financial Independence: The ₹9,000 monthly stipend provides essential financial support to students from diverse backgrounds, making high-quality corporate exposure accessible rather than a luxury.

  • Industry-Academia Linkages: Mandatory NOCs and placement officer involvement force a closer dialogue between colleges and the corporate sector, potentially leading to better curriculum alignment with market needs.

  • Scaling the Apprenticeship Ecosystem: Including the graduating batch significantly expands the talent pool for the 300+ participating companies, allowing them to identify and "pre-train" potential full-time hires.

Relevant Question for Policy Stakeholders: With final-year students now eligible for PMIS, how can the Ministry of Education integrate these internship hours into the National Credit Framework (NCrF) to ensure that professional experience translates into academic credits?
