PAI 2.0 Report Benchmarks 2.6 Lakh Panchayats with 97% Participation

India’s rural governance framework expands with PAI 2.0, a data-driven system linking Panchayat performance to development outcomes

The Ministry of Panchayati Raj has released the Panchayat Advancement Index (PAI) 2.0 Report for FY 2023–24, creating a nationwide, data-driven framework to assess rural governance performance. Covering over 2.59 lakh Gram Panchayats, the report achieved a 97.3% participation rate, a significant increase from 80.8% in the previous edition.

PAI 2.0 evaluates Panchayats across 150 indicators and 230 data points, aligned with the Localization of Sustainable Development Goals (LSDGs). Based on composite scores, 3,635 Panchayats are classified as “Front Runners”, while over 1.18 lakh fall in the “Performer” category, indicating a broad base of mid-level progress across rural India.

The data highlights “Poverty Free and Enhanced Livelihoods” and “Healthy Panchayat” as the strongest performing themes. Over 3,300 Panchayats achieved top (A+) scores in livelihoods, while more than 1,000 did so in health outcomes, reflecting targeted improvements in income generation and basic services.

The updated framework introduces key governance reforms, including mandatory Gram Sabha validation, auto-integration of data from central ministries, and real-time dashboards with vernacular access. The rationalisation of indicators, from 516 to 150, aims to improve usability and link outcomes more directly to Gram Panchayat Development Plans (GPDPs).

Overall, PAI 2.0 marks a shift toward standardised, evidence-based rural governance, enabling better benchmarking, targeted interventions, and alignment between local planning and national development goals.

Key Statistical and Governance Benchmarks

  • National Participation: 97.30% (2,59,867 Gram Panchayats/Traditional Local Bodies).

  • Front Runners (Category A): 3,635 Gram Panchayats.

  • Performers (Category B): 1,18,824 Gram Panchayats (around 45.72% of participating bodies).

  • Livelihood Leaders: 3,313 GPs achieved A+ grade (Score 90 and above).

  • Health Leaders: 1,015 GPs achieved A+ grade.

  • Indicator Framework: Rationalized to 150 indicators and 230 data points across 9 themes.


What is the "Localisation of Sustainable Development Goals (LSDGs)"?

Localization of SDGs involves translating the 17 global United Nations goals into local "themes" that can be implemented and measured at the village level. In the PAI 2.0 framework, the 17 global goals are condensed into nine thematic areas specifically designed for rural India, such as "Poverty Free and Enhanced Livelihoods," "Healthy Panchayat," "Child-Friendly Village," "Water Sufficient Village," and "Women-Friendly Village."

Instead of broad national targets, the PAI allows a Sarpanch to see exactly how their specific Panchayat is performing on local issues like sanitation or nutrition awareness, turning global aspirations into a local to-do list.


Policy Relevance

  • Healthy Competition: The classification into Achiever, Front Runner, and Beginner categories creates a benchmarking culture, encouraging lower-ranked bodies to learn from high-performing "learning hubs."

  • Data Integrity: By making Gram Sabha validation mandatory, the PAI 2.0 ensures transparency and accountability, preventing the report card from being disconnected from ground realities.

  • Resource Allocation: States and UTs can use the PAI 2.0 composite scores to prioritise developmental interventions and identify Panchayats that require urgent financial or technical support.

  • Local Planning Link to National Goals: The alignment of the Gram Panchayat Development Plan (GPDP)with PAI indicators ensures that local spending directly contributes to India’s national SDG commitments.

  • Digital Governance: The use of auto-porting and real-time dashboards reduces the administrative burden while providing policymakers with an instant "heat map" of rural development across 33 States and UTs.
