Ministry of Statistics and Programme Implementation MoSPI

On March 6, 2026, the Ministry of Statistics & Programme Implementation (MoSPI) launched a revamped public dashboard for the eSAKSHI portal, significantly enhancing transparency and real-time monitoring of the Members of Parliament Local Area Development Scheme (MPLADS). The updated dashboard provides a high-fidelity view of the entire project lifecycle — from MP recommendations to final vendor payments — enabling citizens to track works recommended, sanctioned, and completed in their specific constituencies.

New functionalities include drill-down tabs for financial clarity and a mandatory image-upload protocol where Implementing Agencies (IAs) must provide geo-tagged photographs at various stages of construction. This digital transformation, which shifted the scheme from a physical to an online mode on April 1, 2023, acts as a mechanical safeguard against project delays and "ghost" assets, ensuring that the ₹5 crore annual entitlement per MP is utilized effectively for durable community infrastructure.

Key Pillars of the Revamped eSAKSHI Dashboard

  • Real-Time Progress Tracking: Updating the status of works instantly as stakeholders (MPs, District Authorities, and IAs) provide inputs through their respective logins.

  • Drill-Down Financial Transparency: Providing detailed expenditure figures for both ongoing and completed works, including amounts released as vendor payments.

  • Enhanced Visual Verification: Introducing provisions for District Authorities and MPs to upload/correct photographs of assets to ensure the accuracy of the public record.

  • Digital Fund Flow Integration: Linking the portal with the Central Sector Scheme (CSS) mechanism to reduce delays and paperwork in the release of development funds.

  • Calamity Relief Monitoring: Enabling the public to view specific amounts consented by MPs for reconstruction in the wake of natural disasters.

  • Stricter Completion Timelines: Enforcing a one-year completion mandate for sanctioned works, with real-time dashboards highlighting overdue projects for administrative action.

What is the "eSAKSHI Revamp"? The eSAKSHI revamp is an operational upgrade to the MPLADS digital platform that prioritises public accessibility and data accuracy over internal administrative tracking. It provides the mechanical framework for "Citizen Audit," allowing anyone to verify if a recommended community asset—such as a school room or water tank—actually exists and is operational. By introducing drill-down tabs and real-time image updates, the revamp acts as a functional prerequisite for accountable governance, ensuring that discrepancies between reported and physical progress can be identified and corrected immediately by district authorities.

Policy Relevance

  • Operationalising Transparency: The revamped dashboard acts as a primary mechanic for MoSPI to eliminate the information asymmetry between local administrations and the public regarding the use of development funds.

  • Internalizing District Accountability: The portal provides a functional framework for the Ministry of Financeto track the speed of fund utilization, ensuring that unspent balances do not accumulate at the district level.

  • Bypassing Physical Delays: Moving from physical bank accounts and paper records to digital authorisations is a prerequisite for the timely execution of works, particularly in difficult or disaster-affected terrains.

  • Link to "Viksit Bharat 2047": Transforming the MPLAD scheme into an end-to-end digital ecosystem is a foundational step in building the high-fidelity governance required for a developed nation.

Relevant Question for Policy Stakeholders: In what ways can the eSAKSHI portal be linked with other central schemes like GatiShakti to prevent the duplication of infrastructure assets in the same constituency?
