MoRD Charts Roadmap for Women-Led Rural Marketing Ecosystems Through SHE-MARTs

The Ministry of Rural Development convened a national consultation to finalise operational guidelines for SHE-MARTs, positioning women-led self-help groups as professionally managed, community-owned retail and aggregation enterprises.

On May 14–15, 2026, the Ministry of Rural Development (MoRD), through the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), organized a two-day National Consultation on SHE-MARTs (Self Help Entrepreneurs–Marketing Avenues for Rural Transformation) in Bhubaneswar, Odisha. Hosted by the Odisha Livelihoods Mission (OLM) with support from PRADAN as the National Support Organisation, the consultation brought together State Mission Directors, financial institutions, and technical experts from across the country to finalize operational guidelines for the initiative.

The consultation focused on translating the Union Budget 2026 announcement into an implementable national framework for women-led rural retail and aggregation systems.

From Subsidy-Led Retail to Market-Oriented Enterprise

The discussions reflected a broader shift in India’s rural livelihood strategy from subsidy-dependent retail outlets toward commercially viable, professionally managed market ecosystems. The proposed framework positions SHE-MARTs as decentralized, community-owned retail and aggregation hubs operated by women-led Self-Help Groups (SHGs) and producer collectives.

The model seeks to combine professional inventory, logistics, and sales management systems with local ownership and governance by SHGs. Policymakers emphasised that future rural livelihood expansion under DAY-NRLM must increasingly focus on enterprise creation, value-chain integration, branding, and market access rather than standalone welfare-oriented retail interventions.

What is a "SHE-MART"?

A SHE-MART (Self Help Entrepreneurs-Marketing Avenues for Rural Transformation) is a decentralized, community-owned retail and supply chain aggregation hub managed by women's Self-Help Groups (SHGs) and producer collectives. Unlike traditional rural grocery stores or state-subsidized retail shops, a SHE-MART acts as a dual-action node in the rural economy. On the supply side, it serves as a professional aggregation point that collects, brands, and packages locally produced handicrafts, agricultural items, and cottage industry goods. On the demand side, it functions as a modern retail footprint utilizing digital inventory systems and point-of-sale technology, ensuring rural women entrepreneurs gain direct access to mainstream consumer markets.

  • Strengthens Rural Value Retention: Transitioning from fragmented village markets to centralized aggregation systems prevents intermediate traders from depressing farm-gate prices, keeping a larger share of the profit margin within the village economy.

  • Reduces Fiscal Strain on State Budgets: Prioritizing self-sustaining community business models over permanent fiscal subsidies protects state revenues while building a genuinely independent rural corporate structure.
