Ministry of Coal’s “Special Campaign 4.0” Boosts Efficiency, Cleanliness, and Revenue
SDG 9: Industry, Innovation & Infrastructure | SDG 12: Responsible Consumption & Production
Institution: Ministry of Coal
The Ministry of Coal’s Special Campaign 4.0 (October 2, 2024 – August 31, 2025) demonstrated high-impact governance by transforming office spaces, institutional cleanliness, and waste governance. The initiative freed over 78.46 lakh sq. ft., disposed 9,865 metric tons of scrap (generating ₹38.27 crore), and achieved 100% disposal of PMO references and public grievances, including reviewing 71,632 files and weeding out 69,227.
Innovative undertakings included installing AI-enabled waste bins, repurposing scrap into "Waste to Art" sculptures, and converting unused spaces into employee recreation zones like table tennis courts, all reinforcing organizational efficiency and staff wellbeing. The Ministry has also now launched Special Campaign 5.0 (October 2–31, 2025), expanding focus to e-waste disposal, space management, and enhanced field office productivity.
Relevant question for policy stakeholders: How effective are symbolic interventions (e.g., “Waste to Art”) in catalysing behavioural change within bureaucracies, and how can their impact be measured?
