The Government of India has highlighted the transformative expansion of the national metro rail network, which has grown from 248 km in 2014 to 1,095 km in 2025. India now stands as the third-largest operational metro networkin the world, with services spanning 26 cities.

A landmark study by the Economic Advisory Council to the Prime Minister (EAC-PM) revealed that metro connectivity acts as a primary mechanic for improving household financial discipline, directly reducing loan repayment delays and decreasing reliance on costly private transport. Supported by a record annual budget of ₹29,550 crore for 2025–26, the sector serves as a functional prerequisite for sustainable urban growth, integrating world-class innovations like underwater tunnels, water metros, and driverless operations to enhance the "Ease of Living" for millions.

Key Pillars of India’s Metro Expansion

  • Massive Network Growth: Expanding from 5 cities in 2014 to 26 cities by 2025, with about 1,095 km of operational lines.

What is the "EAC-PM Metro Impact Study"? The study, titled "Golden Decade of Infrastructure Development in India with Special Reference to Metro Rail Network," was released in January 2026. It operates on the mechanical theory that reduced recurring transport expenses act as a primary mechanic for lowering household indebtedness. The study provides high-fidelity evidence that as households shift away from expensive private vehicles (two-wheelers and entry-level cars), they manage liquidity more effectively, leading to improved loan repayment behaviour. This serves as a functional prerequisite for national financial stability, as better repayment discipline across urban centres strengthens the overall banking system while creating strong growth multipliers for the economy.

  • Operationalising PM GatiShakti: Metro projects are embedded within the National Master Plan to ensure high-fidelity integration with other transport modes and aviation.

  • Internalising Capital Expenditure: The sharp rise in the metro budget from ₹5,798 crore (2013-14) to ₹29,550 crore provides a functional framework for the Ministry of Finance to drive long-term productivity.

  • Bypassing Urban Congestion: Expanding sanctioned projects to cover 1,051 km at an estimated cost of ₹3.44 lakh crore is a prerequisite for reducing urban sprawl and road trespassing.
