India’s first end-to-end Outsourced Semiconductor Assembly and Test (OSAT) facility has been inaugurated in Sanand, Gujarat, developed by CG Power with approval granted in November 2024.
Gujarat has emerged as a hub for the sector, becoming the first state to launch a semiconductor policy in 2022. Four semiconductor plants are now approved in the state, including those in Sanand and Dholera. The Sanand OSAT facility is expected to produce India’s first domestically designed and manufactured chips.
Union and state leadership highlighted the progress of 10 approved semiconductor projects across India, alongside a large-scale skill development initiative in 270 universities, where 70 institutions have already designed 25 chips. The inauguration positions Gujarat as a focal point for India’s semiconductor ecosystem, building on state policy support, infrastructure, and investor confidence.
Relevant question for policy stakeholders: How can state-level semiconductor policies align with national initiatives to create a competitive domestic value chain in chip design, fabrication, and testing?
