India–Norway Health Partnership Scales Digital Tools and New Care Models Across States
SDG 3: Good Health & Well-being | SDG 17: Partnerships for the Goals
Institutions: Ministry of Health & Family Welfare
India and Norway reviewed progress under the Norway-India Partnership Initiative (NIPI) and approved its 2025–26 work plan as the programme enters its 20th year. The partnership has helped roll out digital tools and new care models to strengthen primary healthcare in states including Bihar, Odisha, Madhya Pradesh, Rajasthan, and Jammu & Kashmir.
Key Highlights
New digital tools scaled:
IPHS-ODK Toolkit for rapid facility-gap assessments
Decision Support System to improve services at Ayushman Arogya Mandirs
New health models introduced:
Pre-pregnancy care package
Self-care cervical cancer screening model
Home-based newborn & child-care guidelines
India has invested ~26x Norway’s contribution, signalling strong domestic ownership
Focus on maternal, newborn and child health, primary-care strengthening, and frontline-workforce support
NIPI demonstrates how international health partnerships can seed innovations that India then scales using domestic systems and budgets. The initiative complements the National Health Mission and Ayushman Bharat by strengthening primary care, deploying digital tools and promoting women- and child-health interventions in underserved regions.
Relevant Question for Policy Stakeholders:
How can India transition successful NIPI innovations into long-term, government-owned programmes beyond the partnership period?
