Key Details
The Department of Drinking Water and Sanitation has proposed bringing works under Jal Jeevan Mission (JJM) 2.0and Swachh Bharat Mission–Grameen [SBM(G)] 2.0 into the planning framework of the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025.
The proposed convergence would work through four connected steps:
Plan together: Align Viksit Gram Panchayat Plans with village-level plans under JJM 2.0 and SBM(G) 2.0.
Prioritise water security: Include source sustainability, groundwater recharge and greywater management in local development planning.
Map every asset: Register and geo-tag convergent works on the Viksit Bharat National Rural Infrastructure Stack.
Coordinate implementation: Appoint nodal officers and include rural water-supply officials in State-level steering committees.
Three Programmes Will Address Connected Rural Needs
The programmes perform different but complementary roles:
JJM 2.0 focuses on reliable rural drinking-water services, including source sustainability and groundwater recharge.
SBM(G) 2.0 covers the scientific management of solid and liquid waste, with implications for sanitation and public health.
VB-G RAM G provides the wider rural-development and employment-planning framework, with water security among its four thematic areas.
Rather than treating a water source, household supply system, drain or waste-management asset as an isolated project, States have been asked to plan these works around the needs of the same village.
Gram Panchayat Plans Become the Point of Coordination
Viksit Gram Panchayat Plans (VGPPs) are intended to provide the common planning layer. States have been advised to align them technically with the Village Action Plans prepared under the water and sanitation missions.
Planning can draw on Yuktdhara, water budgeting and hydrogeological assessments. This could help locate recharge, conservation and waste-management works according to local water conditions instead of selecting them independently under separate schemes.
Convergence Will Depend on State-Level Execution
The announcement establishes a proposed administrative framework; its results will depend on whether States can achieve departmental coordination, compatible planning cycles and reliable asset-level data.
Geo-tagging can show where infrastructure has been created, but sustainable water services will also require monitoring of source availability, functionality, maintenance and service quality.
Policy Relevance
For policymakers, the immediate test is whether convergence improves decisions on the ground:
A village’s water balance and hydrogeology should determine the works selected.
Employment-generating assets should support durable water and sanitation outcomes, not merely work-completion targets.
The infrastructure stack should track functionality and maintenance, alongside expenditure and geo-tagging.
Gram Panchayats will require sufficient technical and administrative capacity to combine plans prepared by multiple departments.
Accountability must remain clear when an asset involves more than one scheme or implementing agency.
Relevant Question for Policy Stakeholders: Will integrated Gram Panchayat planning produce more reliable rural water and sanitation services, or primarily add another layer of coordination and reporting?
