India Shares Digital Governance Reforms with Madagascar Through Civil Services Training
SDG 16: Peace, Justice and Strong Institutions | SDG 9: Industry, Innovation and Infrastructure
Institutions: Ministry of Personnel, Public Grievances & Pensions | Ministry of Electronics and Information Technology
Indian Minister Dr. Jitendra Singh met with Madagascar’s Minister of Labour, Employment & Public Service to explore civil service training collaborations. India highlighted several digital governance tools including CPGRAMS (an AI-enabled grievance redressal platform), Jeevan Pramaan (digital life certificates), JAM Trinity (Jan Dhan–Aadhaar–Mobile framework), UPI, Right to Information 2.0, Mission Karmayogi, and drone-based property digitisation. These reforms reflect India’s shift toward faceless, paperless, and multilingual service delivery. Madagascar expressed interest in extending its officers’ training beyond the current three-year engagement, emphasizing the potential for broader institutional cooperation and South-South knowledge sharing.
Relevant question for policy stakeholders:
How can India institutionalise the sharing of its digital governance innovations to strengthen capacity-building and deepen South-South cooperation with countries like Madagascar?
