India Creates Its First Regulatory Framework for High-Seas Fisheries

India has operationalised a comprehensive framework for sustainable high-seas fishing through the national launch of the Letter of Authorisation (LoA) under the EEZ Rules, 2025 and the High Seas Fisheries Guidelines, 2025. The initiative implements the enabling framework announced in the Union Budget 2025–26 and, for the first time, provides eligible Indian-flagged fishing vessels with a transparent, vessel-specific authorisation system to undertake regulated fishing in India’s Exclusive Economic Zone (EEZ) and the High Seas.

Unlike conventional licensing arrangements, the LoA is fully digitised through the ReALCraft Fishing Vessel Registration Portal, enabling online applications, renewals and real-time monitoring. The framework seeks to unlock India’s underutilised offshore fisheries resources while strengthening regulatory oversight, traceability and compliance with international fisheries management standards.


High-Seas Fishing Becomes a New Pillar of India’s Blue Economy

The new framework reflects a broader shift in fisheries policy from predominantly coastal fishing towards sustainable exploitation of high-value offshore resources, particularly tuna and tuna-like species.

It complements recent fiscal measures announced in the Union Budget 2026–27, including duty-free treatment for fish harvested by Indian vessels in the EEZ and High Seas and recognition of catches landed at foreign ports as exports. Together, these reforms aim to improve India’s competitiveness in global seafood markets, diversify marine value chains and enhance incomes for fishing communities.

The Government noted that investments exceeding ₹39,000 crore under flagship fisheries programmes have contributed to more than doubling fish production and helped India achieve seafood exports worth ₹73,891 croreduring 2025–26 despite global trade disruptions.


Odisha Deep Sea Fishing Mission Demonstrates the Next Phase of Fisheries Development

Alongside the national framework, the Government launched the Odisha Deep Sea Fishing Mission (2026–2036) to develop the state’s offshore fisheries through modern fishing fleets, scientific fisheries management, processing infrastructure, cold chains and export-oriented value chains.

Odisha already produces 12.70 lakh metric tonnes of fish annually, supports the livelihoods of over 16 lakh fishers and fish farmers, and exported seafood worth ₹5,428.67 crore during 2025–26. The Mission seeks to build on these strengths to position the state as a leading deep-sea fishing and seafood export hub while supporting employment and regional economic development.


Digital Governance and Sustainability Become Central to Fisheries Policy

The LoA framework places equal emphasis on economic expansion and responsible marine resource management. Authorised vessels must comply with conservation measures prescribed by relevant Regional Fisheries Management Organisations (RFMOs), including catch limits, bycatch mitigation, Fish Aggregating Device (FAD) regulations and voyage reporting.

The framework also gives priority to Fisheries Cooperatives and Fish Farmer Producer Organisations (FFPOs), enabling collective participation in high-seas fisheries and improving access to high-value marine resources.

Together, these measures indicate a broader evolution in fisheries governance—from expanding production alone towards integrating digital regulation, environmental sustainability, institutional participation and export competitiveness within India’s Blue Economy strategy.


What is the Letter of Authorisation (LoA) Framework?

The Letter of Authorisation (LoA) is India’s new vessel-specific regulatory mechanism that permits eligible Indian-flagged fishing vessels to undertake commercial fishing in the Exclusive Economic Zone and High Seas. Integrated with the ReALCraft portal, it combines digital licensing, compliance monitoring and international conservation obligations to regulate high-seas fishing under a transparent and traceable framework.
