The National Statistics Office (NSO) has officially launched the first-ever Annual Survey of Incorporated Services Sector Enterprises (ASISSE). While India’s manufacturing sector has been tracked for decades via the Annual Survey of Industries (ASI), the services sector, which contributes over 50% of India’s GDP, lacked a similar comprehensive database for registered firms.
Starting this month, the NSO will survey approximately 1.21 lakh enterprises, including IT firms, hotels, schools, and hospitals registered under the Companies Act or LLP Act. Using the GSTN database as its primary roadmap, the survey aims to provide a clear, data-driven picture of India’s most dynamic economic engine.
Key Features of the ASISSE Framework
Target Group: The survey focuses strictly on incorporated entities, meaning companies and LLPs. Small, unregistered "mom-and-pop" shops are covered separately under a different survey (ASUSE).
Reference Period: The data collected will specifically cover the financial year 2024-25.
Tech-First Collection: To reduce paperwork, all data will be gathered through a secure web-based portal, ensuring faster processing and better security.
Transparent Guidance: Alongside the launch, MoSPI released a user-friendly guide, "Know Your Survey," to help business owners understand exactly what data they need to provide and why it matters for national planning.
Legal Backing: The survey is conducted under the Collection of Statistics Act, 2008, and incorporates recent updates from the Jan Vishwas Act, 2023 to ensure fair and modern compliance.
What is "ASISSE"?
ASISSE (Annual Survey of Incorporated Services Sector Enterprises) is a new national study designed to collect official economic data from registered service-providing companies. It acts as a catalyst for Evidence-Based Policymaking because it gives the government exact numbers on jobs, revenue, and growth in sectors like tech, healthcare, and trade.
This mechanism is a shift from "estimating" service sector growth to "measuring" it accurately using GST records. For MoSPI, ASISSE is the primary way to complete India’s economic map, ensuring that every registered business—not just factories—is counted in the national GDP.
Policy Relevance: Completing India's Economic Picture
Bridging the Data Gap: For years, economists had to rely on indirect data to guess how the services sector was performing. ASISSE transposes these "guesses" into "hard facts," allowing for much better planning of urban infrastructure and tax policies.
Simplifying Compliance for Businesses: By using the GSTN database to identify firms, the NSO avoids asking for information the government already has. The new "User Guide" also clears up confusion, making it easier for companies to comply without needing expensive legal help.
Attracting Global Investment: International investors look for reliable data before entering a market. A formal, annual survey of the services sector transposes India’s "informal" image into a transparent, data-rich economy, boosting investor confidence.
Sector-Specific Growth: Whether it's the IT boom or the hospitality surge, ASISSE will show exactly which sub-sectors are thriving and which need more government support or better lending terms.
Relevant Question for Policy Stakeholders: To what extent will the "ASISSE portal" be integrated with the MCA21 (Ministry of Corporate Affairs) database to further reduce the reporting burden on small LLPs?
