The Ministry of MSME has expanded efforts to strengthen rural and semi-urban enterprises through a combination of formalization, digital integration, credit support, and targeted livelihood schemes. As of March 2026, more than 7.9 crore enterprises have been brought into the formal economy through the Udyam and Udyam Assist Platform (UAP)registration systems, improving their access to institutional finance and government support mechanisms.

MSMEs currently contribute over 31% of India’s GDP, account for nearly 48.6% of total exports, and support approximately 32.8 crore livelihoods, making the sector one of the largest sources of employment outside agriculture.

The government has increasingly relied on digital public platforms to improve market access and reduce operational barriers for small enterprises. Systems such as the Government e-Marketplace (GeM), TReDS for invoice financing, and the SAMADHAAN portal for delayed-payment resolution are being used to improve procurement access, working capital availability, and business transparency.

To address financing constraints, the ceiling under the Credit Guarantee Scheme (CGS) was increased from ₹5 crore to ₹10 crore beginning April 2025, enabling greater collateral-free lending. Equity-based support is also being expanded through the Self-Reliant India (SRI) Fund, which received an additional ₹2,000 crore allocation in the Union Budget 2026–27.

Alongside financial support, targeted schemes such as PMEGP and PM Vishwakarma are promoting self-employment, traditional crafts, and micro-enterprise development in rural and semi-urban regions. The PM Vishwakarma scheme alone has already registered over 30 lakh artisans.

  • Export Share: 48.58% of total Indian exports.

  • Employment Supported: Approximately 32.8 crore livelihoods.

  • Formalization: Over 7.9 crore registrations through Udyam and Udyam Assist.

  • Total MSME Units: More than 7.47 crore enterprises identified across sectors.

  • CGS Ceiling: Increased from ₹5 crore to ₹10 crore for collateral-free loans.

  • PM Vishwakarma Reach: More than 30 lakh artisans registered.

What is the "Udyam Assist Platform" (UAP)?

The Udyam Assist Platform (UAP), launched in January 2023, is a specialised digital gateway designed to bring Informal Micro Enterprises (IMEs), which lack formal registration, into the formal financial system. It allows these grassroots units to register and qualify for Priority Sector Lending (PSL) benefits, effectively converting their informal "digital footprints" into a verified financial history. As of March 2026, the UAP has successfully registered 3.21 crore informal micro-enterprises, significantly expanding the reach of institutional credit to rural and semi-urban traders and artisans.

Relevance Block

  • Drives Inclusive Rural Growth: By focusing on rural and semi-urban MSMEs, the policy ensures that industrial growth is decentralised, providing high-quality non-farm employment in regional areas.

  • Reduces Financial Vulnerability: Legal protections under the MSMED Act (mandating 45-day payment cycles) and the SAMADHAAN portal ensure that micro-enterprises with limited working capital are protected against delayed payments.

  • Formalises the "Informal" Economy: Bringing 3.21 crore informal units into the formal fold via UAP allows the government to track and support the actual foundation of India's self-reliant economic growth.

  • Empowers Traditional Artisans: The PM Vishwakarma scheme provides holistic support, from toolkit e-vouchers of ₹15,000 to concessional 5% interest loans, modernising traditional trades while preserving cultural heritage.

Relevant Question for Policy Stakeholders: With 3.21 crore informal micro-enterprises now registered on the Udyam Assist Platform (UAP), how can the Ministry of MSME utilize this new data to create customized 'micro-credit' products that cater specifically to the seasonal cash-flow needs of rural artisans and traders?
