The Ministry of Panchayati Raj — in a written reply in Lok Sabha — provided a comprehensive update on the e-Panchayat Mission Mode Project (MMP), noting that 96.36% of Gram Panchayats have successfully uploaded their development plans online.

The initiative reflects growth in rural digital governance, supported by the e-GramSwaraj portal which has facilitated payments amounting to ₹38,491 crore through its interface with the Public Financial Management System (PFMS). Advanced AI tools like SabhaSaar are further contributing to transparency by enabling voice-to-text transcription of Gram Sabha meetings, with over 1.17 lakh Panchayats already utilising the platform. This digital transformation is supported by the revamped Rashtriya Gram Swaraj Abhiyan (RGSA) to ensure accountability and seamless fund flows to the grassroots level.

Key Digital Milestones of e-Panchayat MMP

  • Planning Saturation: 2,54,604 Gram Panchayats (96.36%) across India have uploaded their Annual Development Plans (GPDPs) on eGramSwaraj.

  • Financial Transparency: 2,42,871 Panchayats (91.92%) have made real-time payments totaling ₹38,491 crore to vendors and service providers.

  • AI-Enabled Governance: The SabhaSaar platform has documented more than 2.39 lakh minutes of meetings through automated voice-to-text summarization.

  • Citizen Empowerment: Applications like Meri Panchayat and Panchayat NIRNAY provide citizens with direct access to planning data and Gram Sabha proceedings.

  • Audit and Oversight: The AuditOnline application is being used for the online auditing of accounts, specifically for Central Finance Commission grants.

  • State Excellence (Karnataka): The state has achieved near-total onboarding, with 99.87% of its 5,949 Gram Panchayats uploading GPDPs for the current fiscal year.

What is the "SabhaSaar" Platform? SabhaSaar is an AI-enabled platform developed by the Ministry of Panchayati Raj for the voice-to-text transcription and summarization of Gram Sabha and Panchayat meetings. It plays a role in ensuring the accurate and transparent documentation of rural proceedings, preventing the manual manipulation of meeting minutes. As of March 2026, the platform has been adopted by over 1.17 lakh Gram Panchayats. This technology is supported by the goal of enhancing institutional accountability, as the generated summaries and transcripts are uploaded to the portal, allowing for real-time monitoring and historical record-keeping of local governance decisions.
