Extension and Restructuring of Jal Jeevan Mission (JJM 2.0)

SDG 11: Sustainable Cities and Communities | SDG 6: Clean Water and Sanitation

Ministry of Jal Shakti MoJS | Department of Drinking Water and Sanitation DDWS

The Union Cabinet chaired by the Prime Minister has approved the extension of the Jal Jeevan Mission (JJM) until December 2028, transitioning the flagship programme into "JJM 2.0" with an enhanced outlay and a focus on structural reforms.

While the initial phase focused on the rapid provision of Functional Household Tap Connections (FHTCs), JJM 2.0 shifts the emphasis towards the long-term sustainability and quality of the water supply systems. The restructured implementation model acts as a driver for institutionalising the "Har Ghar Jal" status by integrating source sustainability, greywater management, and operation and maintenance (O&M) into a unified framework. By providing additional financial resources and empowering local Pani Samitis with technical training, the government serves as a facilitator for ensuring that every rural household has access to a reliable, high-fidelity supply of potable water on a permanent basis.

Key Pillars of Jal Jeevan Mission 2.0

  • Extended Implementation Timeline: Stretching the mission period to December 2028 to ensure 100% saturation in difficult terrains and "Aspirational Districts".

  • Enhanced Financial Outlay: Approving additional budgetary support to meet the increased costs of technical infrastructure and long-term maintenance.

  • Focus on Source Sustainability: Prioritising groundwater recharge and rainwater harvesting to ensure that water sources do not run dry during summer months.

  • Institutional Structural Reforms: Restructuring the implementation mechanism to shift responsibility for O&M to local communities and Gram Panchayats.

  • Water Quality Monitoring: Scaling up the use of Field Test Kits (FTKs) and strengthening the network of NABL-accredited labs for regular high-fidelity water testing.

  • Greywater Management: Integrating "Circular Economy" principles by treating and reusing household wastewater for agriculture and local irrigation.

What is "Source Sustainability"? Source sustainability refers to the functional ability of a water source to provide a consistent quantity and quality of water over an indefinite period. It operates on the mechanical theory that a tap connection is only as good as the water behind it; therefore, protecting the catchment area is a prerequisite for a reliable supply. Under JJM 2.0, this acts as a primary mechanic for avoiding "slip-backs" where villages lose their "Har Ghar Jal" status due to depleting water tables. Implementing recharge structures and scientific water budgeting is a foundational step for ensuring that the infrastructure remains functional even during periods of climate-induced stress.

Policy Relevance: From Saturation to Sustainability

  • Operationalising Permanent Access: The extension to 2028 acts as a primary mechanic for the Ministry of Jal Shakti to finish the "last mile" connectivity in geographically challenged regions.

  • Internalising Local Governance: The structural reforms provide a functional framework for the Ministry of Panchayati Raj to empower local bodies in managing their own utility services.

  • Bypassing Health Risks: Prioritising water quality testing is a prerequisite for the Ministry of Health in reducing the national burden of water-borne diseases.

  • Link to Climate Resilience: Focusing on source recharge is a foundational step for India to meet its global commitments to sustainable water management in the face of erratic rainfall patterns.

Relevant Questions for Policy Stakeholders: What institutional mechanisms are needed to ensure that Gram Panchayats have the consistent revenue streams required to mechanically fund O&M beyond the 2028 mission period?
