On March 5, 2026, the European Commission adopted its first-ever strategy on Intergenerational Fairness, a policy framework designed to ensure that today’s governance decisions do not impose unfair burdens on future generations. The strategy acts as an operational response to global demographic and environmental shifts, promoting "long-term thinking" as a core pillar of public administration across the EU. A central feature of the initiative is the development of an Intergenerational Fairness Index to measure how effectively member states are protecting the interests of younger and unborn citizens. By institutionalizing tools like "future literacy" toolkits and the "Voices of the Future" initiative, the Commission seeks to give young people a structural role in shaping policies related to climate action, digital innovation, and social welfare. This strategy aligns with the 2024 UN Pact for the Future and the Declaration on Future Generations, marking a transition from short-term crisis management to sustainable, intergenerational planning.

Key Pillars of the Intergenerational Fairness Strategy

  • Intergenerational Fairness Index: Creating a standardized metric to identify gaps and opportunities in how countries protect the rights and resources of future generations.

  • Future Literacy Toolkit: Developing practical resources for public administrations to incorporate long-term impact assessments into daily policymaking.

  • "Voices of the Future" Initiative: Encouraging local and regional authorities to actively engage younger demographics in regional planning and future-scoping exercises.

  • Demography Forum: Establishing a permanent platform for member states to exchange best practices on managing the social and economic impacts of shifting demographics.

  • Mainstreaming Long-Termism: Embedding intergenerational equity across all EU policy areas, including affordable housing, climate accountability, and inclusive education.

  • Citizens' Panel Recommendations: Integrating 24 concrete recommendations from a randomly selected panel of 150 EU citizens on issues like food security and universal education.

What is "Intergenerational Fairness"? Intergenerational fairness is the principle that current policy decisions must be balanced so they do not disadvantage future generations by depleting resources, creating insurmountable debt, or degrading the environment. It operates as a functional prerequisite for social cohesion, ensuring a fair distribution of benefits and burdens between those living today and those yet to be born. By adopting this strategy, the European Commission provides a mechanical framework to move beyond "short-termism," requiring policymakers to treat the interests of future citizens as an immutable factor in present-day legislation.

Policy Relevance: India’s Future Generations Strategy

While the strategy is focused on the EU, its findings suggest the following implications for the Indian context:

  • Operationalizing Sustainable Growth: The development of an Intergenerational Fairness Index provides a blueprint for NITI Aayog to evaluate India's state-level performance in preserving environmental and fiscal health for "Viksit Bharat 2047."

  • Internalizing Youth Demographics: With one of the world's youngest populations, India could utilize the "Voices of the Future" model to formally integrate adolescent perspectives into its National Youth Policy.

  • Bypassing Short-Term Fiscal Risks: Adopting "future literacy" toolkits would act as a primary mechanic for the Ministry of Finance to assess the long-term impact of current debt and infrastructure spending on future taxpayers.

  • Link to Global Commitments: This European initiative serves as a prerequisite for India to align its domestic policies with its commitments under the UN Pact for the Future signed in 2024.

Relevant Question for Policy Stakeholders: What institutional mechanisms are needed between the Ministry of Youth Affairs and state education departments to ensure "future literacy" is effectively adopted by local administrators?
