Department of Consumer Affairs Expands GATC Framework to Clean Fuel Dispensers

The Department of Consumer Affairs, under the Ministry of Consumer Affairs, Food and Public Distribution, has amended the Legal Metrology (Government Approved Test Centre) Rules, 2013, expanding the role of Government Approved Test Centres (GATCs) in verifying fuel dispensing systems. Building on reforms introduced in October 2025, the amendment broadens third-party testing arrangements to strengthen national verification capacity, reduce delays, and improve consumer confidence in commercial fuel transactions.

Fuel Dispensers Added to GATC Framework

The principal regulatory change brings five fuel dispensing categories under the GATC verification regime:

  • Petrol and Diesel dispensers

  • Compressed Natural Gas (CNG) dispensers

  • Liquefied Petroleum Gas (LPG) dispensers

  • Liquefied Natural Gas (LNG) dispensers

  • Hydrogen dispensers

With this expansion, the number of instrument categories eligible for GATC verification rises from 18 to 23. The amendment aligns verification systems with India’s expanding fuel ecosystem, including conventional hydrocarbons and emerging clean-energy infrastructure.

Administratively, the amendment also decentralizes approvals and standardizes verification charges. Joint Secretary-level officers and above are now empowered to approve GATCs, while State Governments may notify additional instrument categories depending on local industrial requirements. The reform is intended to allow State Legal Metrology Departments to focus more intensively on enforcement, inspections, and grievance redressal.

What is a "Government Approved Test Centre" (GATC)?

A Government Approved Test Centre (GATC) is a specialised third-party laboratory or private industrial facility formally certified by the Department of Consumer Affairs to verify, calibrate, and stamp commercial weighing and measuring instruments under the Legal Metrology Act.

Rather than relying exclusively on overworked state inspectors to verify millions of commercial devices manually, the GATC framework outsources these highly technical duties to vetted private entities that possess state-of-the-art calibration technology. Once a GATC tests and stamps a retail device, such as an automated petrol pump nozzle or a digital CNG flow meter, it carries the exact same legal validity as a state-issued certificate, ensuring absolute measurement accuracy while maximizing ease of doing business.
