The Central Electricity Regulatory Commission (CERC) has notified the Connectivity and General Network Access to the Inter-State Transmission System (Third Amendment) Regulations, 2025. These amendments refine the framework governing how generating companies, including renewable energy developers, obtain connectivity to the inter-state transmission system (ISTS) and access grid capacity on a non-discriminatory basis.
General Network Access (GNA), introduced in 2022, marked a shift from project-specific approvals toward a more flexible system of transmission access. The 2025 amendment further clarifies procedures for applications, priority in capacity allocation, and settlement mechanisms. It also strengthens provisions for integrating renewable projects by streamlining their connectivity to ISTS, aligning with Indiaβs renewable energy expansion and market reforms.
By revising operational and procedural rules, the amendment is expected to improve certainty for investors and ensure more efficient use of transmission infrastructure in the national grid.
