Institutions: Ministry of Defence
The Combined Commanders’ Conference (CCC) 2025, held in Kolkata from 15–17 September, convened top leadership across the three services and the Ministry of Defence to align the future defence roadmap. Prime Minister Narendra Modi and Raksha Mantri Rajnath Singh called for continuous reforms, technological self-reliance, and innovation. The conference featured a live air defence demonstration, deployment of the Joint Operations Command Centre, and unveiling of the Joint Military Space Doctrine-a first institutional step integrating space into strategic operations. The sessions reviewed recent reforms, discussed evolving multi-domain warfare challenges (information, cyber, drone, biological), and examined streamlining procurement, delegation of financial powers, and welfare for veterans under schemes like Ex-Servicemen Contributory Health Scheme.
CCC 2025 underscores India’s push to transition from platform-based procurement to capability-led, technology-integrated forces. Emphasis on jointness, autonomous technology, doctrinal integration of space and information warfare, and institutional flexibility indicates a reframed modernisation strategy.
Relevant Question for Policy Stakeholders:
How will the Ministry of Defence, the three Services, and procurement agencies coordinate to fast-track tech adoption, reform acquisition processes, and institutionalize joint command structures without silos or delay?
