The revised framework seeks to strengthen last-mile delivery under the National Food Security Act, 2013 (NFSA), which covers approximately 81.35 crore beneficiaries. By increasing and stabilizing dealer margins, the scheme aims to improve operational viability within the ration distribution chain while reducing incentives linked to under-weighing and delivery leakages.

SARTHAK-PDS also builds upon earlier public distribution reforms, including ration-card digitization, biometric seeding, and transport tracking systems already implemented across States and Union Territories.

The upgraded architecture proposes the use of Artificial Intelligence (AI), Machine Learning (ML), Natural Language Processing (NLP), and Blockchain-enabled systems to support real-time logistics monitoring, digital grievance systems, standardized databases, and State Command Control Centres intended to improve administrative oversight and system coordination.
