Beyond Infrastructure: JJM 2.0 Shifts Focus to Assured Service Delivery and Sustainability

Coinciding with World Water Day, Union Minister for Jal Shakti Shri C.R. Patil has digitally released the Operational Guidelines for Jal Jeevan Mission (JJM) 2.0, on March 22, 2026.

Following Cabinet approval, the Mission has been extended to December 2028, marking a strategic transition from mere infrastructure creation to a service-delivery-oriented model. While the first phase focused on rapid tap connection expansion, JJM 2.0 emphasizes long-term sustainability, water quality, and structural reforms through Reform-Linked Memoranda of Understanding (MoUs) already signed by nine states. The launch culminated the 15-day "Jal Mahotsav 2026" campaign, which mobilized communities across India to take ownership of water assets through Jal Arpan ceremonies.

Key Reform Areas and Implementation Pillars of JJM 2.0

  • Defined Performance Standards: Moves toward assured service delivery with clear benchmarks for regular, adequate, and safe drinking water.

  • Institutional Accountability: Establishes clear responsibilities at the State, District, and Gram Panchayat levels to ensure system functionality.

  • Source Sustainability: Mandatory convergence with rainwater harvesting, greywater management, and aquifer recharge to ensure water sources do not run dry.

  • User Charges for O&M: Successful village models (e.g., in Haryana and Chhattisgarh) show communities collecting ₹40–₹100 per month to support local operation and maintenance.

  • Digital Monitoring: Strengthening technology-based tracking and transparency to sustain the gains of universal tap water coverage.

  • Sujal Gram Samvad: A platform for "Voices from Villages," where representatives from states like Uttarakhand and Odisha shared experiences in managing 24x7 gravity-based systems and field-test kit (FTK) monitoring.


What is "Jal Jeevan Mission 2.0"? Jal Jeevan Mission 2.0 is the second, reform-linked phase of India’s flagship rural water scheme, extending the mission’s mandate from 2024 to December 2028. It plays a role in shifting the national focus from "building pipes" to "delivering water services" by embedding accountability and long-term sustainability into the governance of rural water systems. The mission is supported by the goal of Jan Bhagidari (people's participation), where Village Water and Sanitation Committees (VWSCs) take over the daily management, quality testing, and financial upkeep of their local infrastructure. By mandating Reform-Linked MoUs with states, JJM 2.0 reflects growth in India’s cooperative federalism, ensuring that the vision of Har Ghar Jal contributes to the broader objective of a Viksit Bharat by 2047.


Policy Relevance: Transforming Rural Life and Governance

  • Scaling Women’s Empowerment: By ensuring water reaches the doorstep, JJM 2.0 reflects growth in the "ease of living" for rural women, reducing the physical burden of fetching water and improving hygiene outcomes for children.

  • Internalising Community Finance: The successful collection of user charges in states like Madhya Pradesh and Haryana plays a role in creating a self-sustaining financial model for rural utilities, reducing dependence on central grants for minor repairs.

  • Bypassing Maintenance Bottlenecks: The appointment of trained local operators and the use of FTKs for regular testing is supported by the need to address leakages and pump failures promptly at the village level.

  • Supporting Climate Resilience: The focus on rainwater harvesting and aquifer recharge under JJM 2.0 contributes to the sustainable water catchment management goals highlighted by UNEP.

  • Leveraging AI for Water Safety: Integration with platforms like e-Sankhyiki could allow for the mechanical analysis of water quality data from millions of villages to predict and prevent contamination outbreaks.
