In an address by the SEBI Chairman at the Business Standard BFSI Insight Summit 2025, the regulator affirmed the significant deepening of India’s capital markets, noting that the investor base has expanded to over 135 million participants and market capitalization now stands at approximately 129% of GDP. The Chairman indicated that SEBI’s institutional policy is now primarily centered on securing this growth by actively regulating new forms of digital and systemic risk.
The regulator has adopted a calibrated approach to market reform, prioritizing data-driven decisions while upholding existing safeguards, such as maintaining the 25% Minimum Public Shareholding (MPS) norms. Furthermore, SEBI is aggressively countering digital threats by strengthening its technological capacity, including efforts to promote the responsible use of AI, building cyber resilience, and developing a foundational plan for quantum readiness among market entities. To protect the growing retail investor base, SEBI has implemented enforcement actions against misinformation, resulting in the takedown of over 100,000 misleading social media accounts.
What is Minimum Public Shareholding (MPS)? → Minimum Public Shareholding (MPS) is a regulatory requirement imposed by SEBI that mandates a certain percentage of a listed company’s shares must be held by the public (non-promoter entities). The current MPS norm is 25%. This rule ensures that a substantial portion of the company’s equity is available for public trading, promoting liquidity, better price discovery, and preventing excessive control by promoters.
