The UN Secretary-General’s report, Challenges Related to Sea-Level Rise and Ways and Approaches to Address It, treats rising seas as a systemic development risk, extending beyond coastal flooding to displacement, public finances and essential services.
Around 770 million people, or one in ten globally, live in coastal areas less than five metres above the high-tide line.
The report cites Mumbai, Kolkata and Dhaka among low-lying South Asian delta cities where more than 14 million people collectively face immediate risk of losing their homes to permanent inundation.
Some estimates suggest that up to 1.2 billion people could potentially be displaced worldwide by 2050.
Rising seas and land subsidence can jointly intensify flooding, while saltwater intrusion threatens drinking water, agricultural soils, irrigation systems and groundwater ecosystems.
The report’s 18 recommendations cover emissions reduction, adaptation, early-warning systems, data, finance, displacement, human rights and international legal questions.
Coastal Risk Is Becoming an Urban Development Question
The report reframes sea-level rise from a distant environmental concern into a risk that already affects housing, public health, transport, water systems, livelihoods and economic activity. It calls for the threat to be incorporated into land-use decisions, infrastructure design, public investment and fiscal-risk assessments.
The implications differ across locations. Whereas some high-income coastal cities face exceptionally large financial exposure, the report identifies human displacement as the defining risk in the low-lying deltas containing Mumbai, Kolkata and Dhaka. This distinction means coastal vulnerability cannot be measured only through the monetary value of exposed assets.
Subsidence and Salinity Magnify the Threat to Indian Cities
Sea-level rise does not operate in isolation. Where land is also sinking, relative water levels rise more rapidly and flooding becomes more severe. Meanwhile, seawater moving into aquifers and soils can undermine urban water supplies, public health and agriculture well before an area is permanently submerged.
For India, this connects coastal adaptation with decisions concerning groundwater extraction, drainage, housing, sanitation and the location of critical infrastructure. River basins, freshwater systems and coastal planning therefore cannot be treated as separate administrative domains.
Local Planning Needs Finer-Grained Evidence
The report identifies gaps in coastal observation systems, high-resolution elevation data and locally usable risk assessments. Global projections may indicate the direction of change but are often insufficient for deciding which neighbourhood, transport link, hospital, water source or industrial site requires protection, redesign or eventual relocation.
It recommends combining satellite observations, measurements taken on the ground, advanced modelling and socioeconomic data. Such integration would help identify displacement hotspots and connect scientific evidence with budgets and investment decisions.
Adaptation Must Account for Displacement and Permanent Loss
Sea-level rise is a slow-onset but potentially irreversible hazard. Conventional disaster finance is generally designed to respond after sudden events; it is less suited to gradual erosion, salinisation and declining habitability.
The report accordingly calls for earlier and more predictable adaptation finance, social protection and safeguards for people facing displacement. It also stresses that responses must protect housing, livelihoods, cultural heritage and community identity—not simply physical assets.
What Is Land Subsidence?
Land subsidence is the gradual sinking of the ground because of factors such as groundwater extraction, soil compaction or construction. In a coastal city, subsidence increases the relative rise in sea level experienced locally, worsening flooding even when the global ocean rises at the same rate.
Policy Relevance
For India, the report brings three connected policy choices into focus:
Where development can safely continue: Coastal Regulation Zone planning, city master plans and infrastructure approvals need to consider long-term inundation, subsidence and salinity — not only present-day flood exposure.
What must remain operational: The Ministry of Earth Sciences, disaster-management authorities, state governments and urban local bodies require shared risk information covering drainage, transport, healthcare, electricity, water and sanitation networks.
How unavoidable losses will be managed: Where protection or accommodation becomes impractical, governments will need credible arrangements for relocation, housing, livelihoods, tenure, compensation and continuity of public services.
The 14 million figure is regional, covering the South Asian locations cited together. It is not a new neighbourhood-level assessment of Mumbai or Kolkata.
