At the 5th e-FAST India Summit, NITI Aayog launched the Platform for Aggregating Clean Transport (PACT) and introduced a complementary Zero-Emission Truck Marketplace.

e-FAST India, or the Electric Freight Accelerator for Sustainable Transport–India, is a NITI Aayog-led government–industry platform focused on moving medium- and heavy-duty freight towards zero-emission vehicles.
PACT Attempts to Solve the Demand Problem Before Trucks Are Purchased
Electric trucks involve substantial initial investment, while fleet operators need confidence that vehicles will have enough work to justify their cost. Manufacturers, financiers and charging companies also need a clearer view of future demand before committing capital.
PACT will bring together freight requirements from multiple shippers and logistics providers. Combining demand across companies and routes could reveal corridors where freight volumes and vehicle use are high enough to support larger electric fleets.
Demand aggregation in this context means identifying where different businesses move goods, how frequently they operate and what types of trucks they require—then using that combined picture to plan deployment.
Corridor Planning Brings Vehicles and Charging Together
The platform links truck deployment with charging requirements rather than treating them as separate investments. Concentrating demand on high-use routes could improve vehicle utilisation and strengthen the commercial case for corridor-based charging.
The release does not identify the first corridors, selection criteria or minimum demand required before a deployment proceeds.
A Marketplace Will Connect the Required Commercial Partners
The accompanying Zero-Emission Truck Marketplace will connect logistics companies with truck manufacturers, financiers, charging operators and technology providers.
PACT is intended to identify commercially promising demand; the marketplace is designed to help participants assemble the partnerships needed to convert that demand into projects.
Deployment Is Growing but Remains at an Early Stage
Electric-freight vehicle deployments increased from 201 in 2024–25 to 826 in 2025–26, while more than 3,000 electric medium- and heavy-duty trucks are operating nationally.
Moving beyond early adoption will depend on access to finance, reliable corridor charging and credible information about operating costs and battery condition. The launch provides a coordination mechanism, but no deployment target, committed financing or corridor programme has yet been announced.

Heavy-duty trucks operate intensively and consume large amounts of fuel, making freight an important but difficult part of India’s clean-transport transition. PACT matters because it approaches this challenge through coordinated commercial demand, rather than depending only on individual fleet operators adopting vehicles independently.
Aggregated demand can reduce investment uncertainty: Manufacturers and financiers can make better decisions when prospective truck volumes and routes are visible across several customers.
Charging investment can follow freight use: Corridor-level information can help avoid charging facilities being built where utilisation is too low, or vehicles being deployed where suitable charging is unavailable.
Financing will influence adoption: Lenders need evidence on operating costs, battery condition, vehicle life and resale value. Early deployments can help establish the data required to price loans and insurance more accurately.
The platform’s value will depend on conversion: Registrations, meetings and expressions of interest are intermediate outputs. The more consequential measures will be the number of trucks financed and deployed, corridors served, charging facilities created and operating costs demonstrated.
