Multiple Ministries Join SCDPM 5.0 (Special Campaign) for Clean-up & Clearing Pending Matters, October 2025

Institutions: Ministries of Food & Public Distribution | Ministry of Rural Development | Ministry of Chemicals and Fertilizers | Ministry of Personnel, Public Grievances and Pensions
From 2β31 October 2025, several ministries and departments across India, including the Department of Food & Public Distribution, the Ministry of Rural Development, and the Department of Pharmaceuticals - will participate in the Special Campaign 5.0 / SCDPM 5.0 under guidelines of the Department of Administrative Reforms & Public Grievances (DARPG). Key objectives include disposing of pending references (e.g. MP, State, PMO, public grievances), improving record management, de-cluttering and space optimization of offices, cleaning up and beautifying premises, handling e-waste and scrap disposal, and enhancing transparency and efficiency in public service delivery. Ministries report significant outcomes under the prior campaign (SCDPM / Special Campaign 4.0) - files weeded out, office space freed, revenue generated from scrap or waste, cleanliness drives conducted etc.
This is part of a broader administrative reform agenda to strengthen governance by reducing backlog and inefficiency, enhancing transparency, and improving resource utilisation (physical space, records, waste). Effective implementation can help reduce delays in service, improve citizen satisfaction, lower operational costs, and contribute to sustainability (via e-waste, scrap recycling, office cleanliness). Cross-department coordination and standardisation will be crucial.

How will DARPG and participating ministries ensure consistency in targets, adequate monitoring, resource allocation (including waste / e-waste handling), and follow-through so the improvements are durable and not episodic?
