Summary
Building Global Pathways for Academic Innovation
The Ministry of Education has launched the next phase of the Bharat Innovates initiative through the release of two strategic documents designed to strengthen the commercialization of research emerging from India’s higher education institutions.
The initiative reflects a broader objective under the National Education Policy (NEP) 2020: transforming universities from centres of knowledge consumption into engines of innovation, intellectual property creation and technology entrepreneurship.
From Research Labs to Global Markets
The documents showcase a curated portfolio of 120 deep-tech startups and nearly 50 research-led innovationsemerging from institutions including the IITs and IISc.
Collectively, these ventures represent a substantial innovation base, with more than 1,500 patents and over $1.5 billion in cumulative funding. By bringing these ventures together under a common platform, the initiative seeks to improve the visibility of Indian deep-tech innovation among investors, industry partners and international collaborators.
The focus is particularly on sectors such as space, defence, biotechnology, advanced manufacturing and emerging technologies, where commercialization cycles are longer and capital requirements are significantly higher than conventional startups.
Creating Capital and Partnership Bridges
A key feature of Bharat Innovates is the creation of structured mechanisms to connect academic innovation with external partners. The initiative introduces the Incubator Innovation Bridge and Industry Innovation Bridge, aimed at linking universities, startups, investors and industry networks.
Ahead of the Bharat Innovates summit in Nice, France, international roadshows in Paris, Tokyo and Bengaluru reportedly generated nearly $20 million in investment commitments and near-closure opportunities. The summit will also bring Indian innovators into direct engagement with more than 100 international investment fundsmanaging over $3 trillion in assets.
In addition, the initiative is expected to facilitate new international partnerships across strategic technology sectors through a series of innovation-focused agreements and collaborations.
Policy Relevance
Strengthens the Commercialisation of Publicly Funded Research: The initiative seeks to improve the translation of university research into commercially viable products, startups and intellectual property assets.
Expands Access to Patient Capital for Deep-Tech Ventures: By connecting startups with global investors and long-term capital providers, Bharat Innovates addresses one of the major constraints facing deep-tech entrepreneurship—access to sustained funding through lengthy development cycles.
Reinforces Universities as Innovation Institutions: The framework supports a broader shift under NEP 2020 toward integrating research, innovation, entrepreneurship and industry engagement within higher education institutions.
Builds International Technology Partnerships: Global investor engagement and cross-border collaborations can help Indian startups access new markets, technology ecosystems and regulatory pathways.
Supports India’s Knowledge Economy Ambitions: The initiative reflects an emerging policy emphasis on leveraging higher education institutions not only for talent development but also for innovation-led economic growth and technological competitiveness.
Relevant Question for Stakeholders: As India expands support for deep-tech entrepreneurship, what additional mechanisms are needed to help university-based innovations move successfully from laboratory research to globally competitive commercial enterprises?
