The Ministry of Electronics & Information Technology (MeitY) has announced plans to launch India’s first indigenous Large Language Model (LLM) by December 2025, marking a major milestone in the country’s push for AI self-reliance. Developed under the IndiaAI Mission, the model is being built by a consortium of 12 Indian companies with access to 38,000 GPUs, rented at a subsidised rate of ₹65 per hour to ensure affordable compute.
The announcement was made during the IMC 2025 pre-summit events, which focused on AI for inclusive growth, trustworthy AI, and workforce development. The LLM will be trained on multilingual, India-centric datasets to reduce dependence on foreign foundation models and to advance applications in governance, education, health, and enterprise automation.
The indigenous LLM initiative positions India to move from AI adoption to AI creation. By building compute infrastructure and open-source models within its own data sovereignty framework, MeitY is investing in digital autonomy and innovation. This could democratise access to generative AI tools, reduce the dominance of global players, and set the foundation for an equitable, multilingual AI ecosystem aligned with India’s developmental priorities.
What is a Large Language Model (LLM)?
A type of AI model trained on vast amounts of text data to understand and generate human-like language. LLMs power applications such as chatbots, content generation, and data summarisation. India’s LLM aims to reflect local languages, contexts, and governance norms, strengthening national AI capacity.
Relevant Question for Policy Stakeholders:
How can India ensure that its first national LLM remains open, multilingual, and inclusive, while maintaining safety, accountability, and competitiveness in the global AI ecosystem?
