Infrastructure Delivery Continues Across the North East

The MDoNER Monthly Statistics Report (June 2026) tracks the progress of development projects implemented under major programmes including NESIDS, PM-DevINE, the North Eastern Council (NEC) Scheme and Special Packages. As of 30 June 2026, the Ministry had undertaken 3,764 projects, of which 2,674 have been completed and 978 remain under implementation, with 31 projects completed during June alone.

The data indicates continued investment in transport connectivity, healthcare, water supply, flood management and other public infrastructure across the North Eastern Region.

Project Execution Is Outpacing Financial Closure

The report identifies an important implementation challenge. While 298 ongoing projects worth nearly ₹4,865 crorehave already achieved 100% physical completion, only 69 projects worth around ₹2,077 crore have also completed financial settlement.

This suggests that although infrastructure is increasingly being delivered on the ground, administrative and financial processes are taking longer to conclude, delaying project closure and the release of implementation capacity for new investments.

Development Priorities Vary Across States

The Scheme of the North Eastern Council continues to account for the largest share of ongoing projects, followed by NESIDS-OTRI. Assam has the highest number of active projects, while implementation patterns differ across other states depending on sectoral priorities and programme mix.

The report also highlights several major completed investments, including the Agartala–Akhaura Rail Link, airport connectivity projects, medical colleges, flood protection works and urban water supply schemes, illustrating the breadth of infrastructure development underway across the region.

Strengthening Monitoring and Programme Delivery

Project implementation is supported through the PM Gati Shakti National Master Plan, while approvals and monitoring involve coordinated oversight by State Governments, the North Eastern Council and sectoral committees.

The report suggests that improving financial closure of completed projects and accelerating schemes nearing completion will be critical to enhancing programme efficiency and maintaining implementation momentum.

Policy Relevance

  • The report shifts attention from project sanctioning to project completion, highlighting financial closure as an increasingly important determinant of programme efficiency.

  • Accelerating financial settlement of physically completed projects can improve utilisation of public expenditure and release administrative capacity for new investments.

  • Continued investment through NEC, NESIDS and PM-DevINE supports long-term improvements in connectivity, healthcare, water supply and regional integration across the North East.

  • Digital monitoring through PM Gati Shakti strengthens inter-agency coordination, transparency and evidence-based project management.

  • Comparative implementation performance across states provides opportunities to replicate effective project management and financial settlement practices across the region.
