Lok Sabha Speaker: All Legislatures Urged to Uphold Quality Debates & Avoid Deadlock
SDG 16: Peace, Justice & Strong Institutions
Institutions: Lok Sabha Secretariat
In the valedictory session of the 11th CPA India Region Conference held in Bengaluru from 11-13 September 2025, Lok Sabha Speaker Shri Om Birla called on all legislatures to establish standards ensuring high quality in their proceedings and debates, and to function without planned disruptions or deadlocks. He emphasized the need for inclusive dialogue, fair conduct, and strengthening reference and research branches of legislative bodies. Forty-five presiding officers (including Speakers, Deputy Speakers, Chairpersons, and Deputy Chairpersons) from 26 states and union territories participated. The resolutions adopted include ensuring greater use of digital technologies, increasing participation of youth and women, and promoting substantive, factual engagement in legislative sessions.
This underscores the importance of legislative institution-building for democracy - clear standards for debate and conduct not only reinforce public trust but also boost accountability and responsiveness in governance. Emphasizing fair representation, digital modernization, and stronger procedural structures can help legislative bodies better fulfill their oversight and deliberative roles.
Relevant Question for Policy Stakeholders: What mechanisms (legal, procedural, or institutional) can states and the Union implement to enforce higher standards of debate, ensure digital readiness, and strengthen research support for legislators?
