The Centre for Development of Advanced Computing (C-DAC) under MeitY and the International Centre for Automotive Technology (ICAT) under the Ministry of Heavy Industries have signed a Memorandum of Understanding (MoU) to strengthen India’s capacity for indigenous automotive technology design, testing, and certification.
The partnership seeks to reduce dependence on imported automotive systems by integrating advanced R&D with certification infrastructure. C-DAC will lead the development of digital and embedded solutions—covering areas such as cybersecurity, electric mobility, and advanced driver-assistance systems—while ICAT will provide testing, validation, and regulatory certification support. Together, they aim to create a domestic innovation-to-deployment pipeline for next-generation automotive solutions.
This collaboration aligns with Atmanirbhar Bharat and the National Electric Mobility Mission Plan, combining R&D capability with industrial validation. By fostering indigenous development and certification, it strengthens India’s technological self-reliance, reduces foreign-exchange outflows, and builds institutional linkages between digital innovation and clean mobility manufacturing.

The International Centre for Automotive Technology (ICAT) is an automotive testing, certification, and R&D agency under the Ministry of Heavy Industries. It provides vehicle and component testing, type approval, and research support for emission, safety, and performance standards. ICAT also assists in framing automotive regulations, supports industry innovation and homologation, and serves as a key centre for electric-vehicle and smart-mobility testing within India’s broader automotive certification network.
