Indian Space Policy 2023 After Vikram-1: From Launch Success to Global Competitiveness

India's first privately developed orbital launch shifts the policy debate from technological achievement to commercial maturity and strategic resilience

The successful Vikram-1 mission marks India's first privately developed orbital launch from Indian soil, demonstrating that recent space-sector reforms have translated into operational capability. To what extent does this milestone signal the emergence of a commercially competitive private launch ecosystem rather than a one-off technological achievement?

Vikram-1 proves India can build a private rocket, launch it, and get it to orbit. That's a significant technological milestone. Much of the discussion treats one launch like it's the whole story. It isn't.

I look at three things before calling it commercially competitive. First, reliability. Not one launch. Ten launches. Twenty launches. Can you do this again and again, on schedule, without surprises? That's what a customer pays for.

Second, customer confidence. This is where I think as a lawyer, not just as a policy analyst. Customers don't just want a rocket that works. They want contracts that protect them. They want clear liability rules. They want insurance markets that actually price the risk properly. Right now, a lot of that legal scaffolding is still thin in India. That has to catch up.

Third, the shift from demonstration to operations. A demonstration mission validates a capability. An operational mission creates a sustainable commercial business. Those are two very different games, and India has only played the first one so far.

Launch capability isn't just commercial anymore. It's strategic. If India can launch reliably on its own schedule, that's sovereignty. That's the ability to put up a reconnaissance satellite or replace a damaged one without asking anyone's permission or waiting in someone else's queue. So Vikram-1 matters commercially, yes. But it matters even more if we start treating it as a national security asset in the making. This is the opening chapter, not the conclusion. The real test comes with the next ten launches, not this one.


The mission was enabled by a policy framework that combines private innovation with access to national infrastructure through reforms such as the Indian Space Policy 2023 and IN-SPACe. How should India evolve this public-private partnership model to accelerate innovation while ensuring fair access, regulatory certainty, and strategic oversight?

This question reflects an assumption that deserves closer examination: that private success in space means the government should get out of the way. I don't agree with that at all.

Look at what actually made Vikram-1 possible. It wasn't private capital alone. It was decades of public investment in launch ranges, tracking stations, testing infrastructure, and ISRO's institutional knowledge. Skyroot did not build that ecosystem from scratch. They built on top of it. That's what the Indian Space Policy 2023 and IN-SPACe were designed to enable: private companies using national infrastructure under a proper regulatory framework. The challenge now is to make that partnership work better over the long term.

First, regulatory certainty. Uncertainty is expensive. If a company doesn't know how long it will take to obtain a licence, or what the rules will look like next year, they price that risk into everything. Predictability is the difference between long-term investment and short-term participation.

Second, technology transfer. This is where India has been too cautious, in my view. If we want a real private industry, some of ISRO's know-how has to move into private hands under proper legal and security safeguards, rather than remain confined within public laboratories.

Third, strategic oversight cannot disappear just because a company is private. Some of this technology is dual-use. A rocket that lifts a communication satellite can also lift more sensitive payloads. So IN-SPACe needs to keep a firm regulatory hand on that, even while opening the door wider for private players. The next phase depends on institutions that provide fair access, regulatory certainty, appropriate technology diffusion, and credible strategic oversight. That's the unfinished part.


India's private space ecosystem has expanded rapidly, with growing public investment, liberalised foreign direct investment norms, and an ambition to significantly expand the country's space economy. What additional reforms will be necessary to convert this technological milestone into sustained global leadership in commercial space services?

Vikram-1 already answered the easy question. Can India launch a private rocket? Yes. That question has now been answered. What it hasn't answered is the harder question. Can India become a country that global customers actually choose, again and again, over American, European or Chinese providers?

That's primarily an industrial question now, even though technology remains important. And I'd break it into three parts.

First, market access. Liberalised foreign direct investment (FDI) norms have brought money in, and that's good, but money alone doesn't win contracts. Foreign customers need confidence in our export regulations, our liability frameworks, and in whether an Indian company can be sued or insured the way they expect. That's a legal question as much as a business one.

Second, supply chains. Launch vehicles need components, manufacturing depth, and financing structures built for space-sector risk, not generic industrial risk. That ecosystem barely exists in India today.

Third, talent and long-term strategy. You don't build a global space industry with one successful launch vehicle and a handful of engineers. You build it with a pipeline of people, sustained financing, and predictable public demand that allows young companies to survive long enough to compete abroad.

In a world where space is increasingly contested, and where the distinction between military and civilian space capabilities is increasingly blurred, industrial depth in space is also a form of national resilience. Vikram-1 marks the beginning. Sustained global leadership will depend on policy, financing, legal frameworks, institutional capacity, and the ability to translate technological success into a resilient commercial ecosystem.
