Economic Security Becomes the Organising Principle

The Rajya Sabha reply collates initiatives announced at different stages, revealing how economic security increasingly connects the different strands of the India–Japan partnership.

Semiconductors, critical minerals, batteries, pharmaceuticals and energy are being treated not only as commercial sectors but also as sources of potential strategic vulnerability. The Joint Declaration on Economic Security provides the overarching framework, while sector-specific arrangements create channels for projects, investment and technical cooperation.

The initiatives also link different parts of industrial supply chains. Mineral exploration can support battery production and advanced manufacturing, while cooperation on pharmaceutical inputs and energy supplies can reduce exposure to external disruptions.


Technology Ties Move Towards Joint Innovation

Cooperation in AI extends beyond technology adoption to research, computing capacity, business collaboration and policy dialogue. The IndiaAI–GENIAC arrangement and other institutional partnerships seek to connect national technology programmes with researchers and companies in both countries.

Collaborations involving IIT Bombay, BharatGen and Japan’s National Institute of Informatics, alongside partnerships in biotechnology and life sciences, reflect an effort to develop longer-term research networks. Their importance will depend on whether they generate deployable technologies, commercial applications and sustained exchanges between institutions.


Clean Energy Cooperation Broadens

Energy cooperation combines short-term resilience with longer-term transition objectives. Strategic petroleum reserves and maritime energy transport address supply security, while partnerships in biogas, batteries and future mobility support cleaner energy systems.

The proposed establishment of 1,000 biogas and organic-fertiliser plants gives the partnership a significant deployment component in India. If implemented effectively, it could connect waste management, rural energy production and organic fertiliser supply while creating demand for supporting technologies and services.


Policy Relevance

The agreements give India an opportunity to use a strategic partnership to strengthen domestic capabilities in sectors exposed to supply concentration and technological dependence. Their policy value will ultimately be determined by the projects and capacities created in India.

  • Coordinate connected sectors: Critical minerals, batteries, clean energy and advanced mobility require aligned policies across exploration, manufacturing, research, standards and market development.

  • Define domestic capability outcomes: Projects should be assessed by investment mobilised, technology transferred, Indian suppliers developed, skilled employment created and import dependence reduced—not only by agreements signed.

  • Use research partnerships to support deployment: AI, biotechnology and life-sciences collaborations need pathways from joint research to intellectual property, testing, commercialisation and public-sector adoption.

  • Build resilience through diversification: Cooperation with Japan can help India reduce concentrated dependencies while expanding domestic production and technical expertise.

  • Track implementation transparently: Periodic reporting on projects, financing, institutional milestones and completed outcomes would allow policymakers to distinguish early-stage cooperation from operational progress.
