On 26 September 2025, India’s Union Minister of Fisheries, Animal Husbandry & Dairying addressed the 2nd FAO Global Conference on Sustainable Livestock Transformation in Rome. He highlighted India’s position as the largest milk producer (~25% of world output, 239 million tonnes annually), the second-largest egg producer, and a major buffalo meat exporter. The livestock sector contributes 31% to agricultural GVA and 5.5% to the national economy, with a 12.77% CAGR in recent years.
The Minister showcased flagship programmes: the Rashtriya Gokul Mission (benefiting 92 million indigenous cattle), the National Digital Livestock Mission – Bharat Pashudhan (digital IDs for 353 million animals and 94 million owners), and the Animal Husbandry Infrastructure Development Fund (US$ 3.5 billion). Community-driven models like MAITRI (local breeding services) and A-HELP (women’s animal health workers) were also stressed.
Citing a 2025 World Bank report, India noted that welfare schemes post-COVID reduced extreme poverty from 27.1% to 5.3%, lifting 269 million people above the poverty line. India called for policy space, finance, technology transfer, and capacity building to make the Global Plan of Action for Sustainable Livestock Transformation a guiding—not prescriptive—framework.
For India, the conference validated livestock as a pillar of rural livelihoods, nutrition security, and export potential. Integrating digital platforms, infrastructure funds, and women-led service delivery strengthens both productivity and inclusiveness. Globally, India positioned itself as a leader in sustainable livestock transformation while asserting the need for equity in international frameworks.
What is Bharat Pashudhan? → A digital livestock registry under the National Digital Livestock Mission that assigns unique IDs to animals and owners, enabling traceability, targeted schemes, and better health monitoring.

It leads global efforts to achieve food security, improve nutrition, and promote sustainable agriculture, forestry, fisheries, and livestock. FAO sets international standards, provides technical assistance, and supports countries in meeting SDG 2: Zero Hunger.
