Prime Minister Narendra Modi and German Chancellor Friedrich Merz held delegation-level talks in Ahmedabad on January 12, 2026, marking a historic high point in the India-Germany Strategic Partnership. Celebrating 75 years of diplomatic relations, the leaders concluded 27 documents across critical sectors including Defence, Semiconductors, and Green Hydrogen. Bilateral trade between the two nations has officially surpassed the USD 50 billion milestone, representing over 25% of India’s total trade with the European Union.
The engagement focused on building secure and resilient supply chains, specifically through a new Semiconductor Ecosystem Partnership and a Defence Industrial Cooperation Roadmap aimed at co-production and technology transfer. To enhance strategic convergence in the Indo-Pacific, the nations announced a new Bilateral Consultation Mechanism and the establishment of a Track 1.5 Foreign Policy and Security Dialogue. Additionally, Germany announced visa-free transit for Indian passport holders to facilitate greater people-to-people exchange and professional mobility.
What is a ‘Track 1.5 Dialogue’ in international diplomacy? It is a high-level engagement that brings together both official government representatives (Track 1) and non-governmental experts, such as academics and business leaders (Track 2). By blending formal diplomatic channels with informal expert perspectives, the Track 1.5 Foreign Policy and Security Dialogue allows India and Germany to explore sensitive strategic issues—such as maritime security or critical minerals—more flexibly than traditional government-to-government talks would permit, fostering a more innovative and multi-stakeholder approach to security cooperation.
Policy Relevance
The elevation of the partnership to a “limitless” phase reflects India’s strategic intent to integrate German industrial expertise into the Viksit Bharat 2047 vision while securing its role as a key anchor for European interests in Asia.
Strategic Impact for India:
Defense Industrial Roadmap: Moves bilateral ties from a buyer-seller relationship toward a deep technological partnership involving the co-production of submarines and aerial systems.
Semiconductor Value Chain: The institutional dialogue on Semiconductors secures access to German precision engineering, critical for India’s domestic chip manufacturing ambitions.
Climate Finance Momentum: Under the Green and Sustainable Development Partnership (GSDP), Germany has already utilized or earmarked nearly EUR 5 billion of its EUR 10 billion commitment to India.
Global Governance Synergy: Reaffirming their commitment to the G4, both nations pledged to accelerate text-based negotiations for UN Security Council reforms.
Relevant Question for Policy Stakeholders: How will the newly established Consultation Mechanism on the Indo-Pacific harmonize Indian and German maritime strategies to ensure freedom of navigation and resilient trade routes?
