SDG 2: Zero Hunger | SDG 17: Partnerships for the Goals
Institutions: Ministry of Agriculture & Farmers Welfare | Ministry of Commerce & Industry
On 26 September 2025, Union Agriculture Minister met Deputy Prime Minister of the Russian Federation, in New Delhi to deepen India-Russia ties in agriculture. They agreed to boost bilateral agricultural trade, improve market access for key Indian commodities, and formalise collaboration through a potential MoU.
Technical cooperation will cover areas like seed traceability systems, research partnerships, academic exchanges, and innovation in agriculture. India pressed for smoother access of its agricultural exports into Russia, and Russia expressed interest in formalising trade frameworks.
This agreement reflects a strategic move to diversify Indiaβs agricultural export markets beyond traditional partners. Strengthening tech and research linkages with Russia can help Indian agriculture climb the value chain (e.g. traceability, quality control). It also reinforces food diplomacy - using agricultural cooperation as a tool of geopolitical engagement. Given the global food security challenges, such bilateral pacts can buffer India against disruptions in traditional trading routes.
What is Seed Traceability?
Seed traceability is the ability to track a seed from its origin to the final crop harvest. It ensures farmers and buyers know the seedβs variety, quality, genetic purity, and treatment history. Strong traceability systems improve food safety, export credibility, and farmer confidence, while helping governments curb spurious or counterfeit seeds.
Relevant Question for Policy Stakeholders:
Could this partnership enable India to set new benchmarks in traceable, high-quality agri exports to cold-climate markets like Russia, thereby opening pathways for other non-tropical export destinations?
