Government Launches Sugar-Based Bioplastic Initiative With ₹75 Crore Research Support

A planned pilot facility in Uttar Pradesh will develop and test advanced biodegradable plastics, supporting the move from experimental materials to commercially viable products alongside Balrampur Chini Mills’ commercial venture

  • Commercial launch: Union Minister Jitendra Singh formally launched the commercial use of polylactic acid (PLA)-based biodegradable plastic through an initiative led by Balrampur Chini Mills Limited (BCML).

  • Research funding: A ₹75 crore grant from BIRAC, under DBT, supports a pilot-scale R&D facility under BioE3—Biotechnology for Economy, Environment & Employment.

Sugar-Based Manufacturing Expands Beyond Food and Ethanol

BCML’s commercial venture uses renewable sugar-based feedstock to produce PLA and bioplastics, opening another industrial market for agricultural resources. The initiative extends the use of sugar beyond food and ethanol into higher-value materials, connecting biotechnology with the manufacturing capabilities of an established sugar producer.

Pilot Research Will Test Materials for Commercial Production

The planned pilot facility is distinct from BCML’s commercial PLA venture. It will develop specialised PLA grades and advanced co-polymers—materials combining different molecular building blocks to achieve useful properties—for high-value applications. Its work will cover:

  • Commercial viability: Generating technical and cost data, developing production processes and helping customers validate products before larger-scale manufacture.

  • Domestic capabilities: Supporting technology development, workforce training and collaboration between industry, academia and research institutions.

The pilot will test new PLA formulations, production processes and customer requirements before they are taken to commercial scale.


What Is BioE3?

BioE3 stands for Biotechnology for Economy, Environment and Employment. Approved in 2024, it is India’s policy for helping bio-based products move from research towards manufacturing. It supports work such as pilot-scale testing and process development; bioplastics are among its priority areas. The ₹75 crore PLA grant is an application of that policy


Policy Relevance

  • Public-funding accountability: For DBT and BIRAC, the investment’s value will depend on research results reaching manufacturers. Relevant measures include materials that meet customer requirements, workable production costs and processes adopted at commercial scale. These provide a stronger basis for assessing the pilot’s contribution than installed capacity alone.

  • Environmental delivery: Benefits depend on how products are made, used and treated after disposal. Manufacturers will need evidence on resource use and material performance, while waste-management bodies will need clear information about suitable collection and treatment. Matching product claims with practical disposal arrangements is part of making bioplastics useful in India’s material economy.
