On 16 September 2025, the Institute of Legislative Drafting and Research (ILD&R) under the Ministry of Law & Justice conducted the 35th basic course in legislative drafting at the Goa Assembly Complex, in collaboration with Goa’s Law Department and Legislature Secretariat. The session included 20 trainee officers from various states, led by legislative counsel and officials, interacting with Goa’s state legal and secretariat teams to learn legislative procedures and drafting norms. Goa’s Law Secretary, top law department officials, and secretariat staff were present.
This training reinforces capacity building in legislative drafting—a crucial but oft–underemphasized area of governance. State-level training aligned with national drafting standards can help reduce ambiguities, legal challenges, and drafting inconsistencies in state legislation.

How can the central and state governments institutionalize such periodic legislative drafting training and embed better drafting standards across states to improve legislative clarity, reduce litigation, and streamline state law-making?
