Coal India Arm BCCL Offers Discounts and Waivers to Boost Power Sector Coal Supply

BCCL introduces PI waivers and up to 10% discounts in Q1 to boost coal offtake, reduce power generation costs, and improve supply during peak demand

Bharat Coking Coal Limited (BCCL) has introduced a Q1 FY 2026–27 incentive scheme (April–June 2026) to increase coal offtake by the power sector, improve mine evacuation, and ensure adequate fuel availability during peak summer demand. The scheme applies to consumers under Fuel Supply Agreements (FSA) and the Flexi-Linkage mechanism, with incentives linked to actual lifting across Rail, Road, and Road-cum-Rail (RCR) modes.

The scheme operates through two pricing levers: Performance Incentive (PI) relaxation and cash discounts issued via credit notes. By waiving PI beyond defined thresholds and offering incremental discounts on higher offtake, BCCL reduces the marginal cost of additional coal procurement for power plants.

Under the incentive structure, consumers lifting 120%–140% of their Quarterly Quantity (QQ) receive PI waiver on quantities beyond 90% of QQ and a 5% discount on coal lifted beyond 100% of QQ. For offtake exceeding 140% of QQ, the discount increases to 10%, further rewarding aggressive lifting.

While Washed Power Coal (WPC) is excluded from PI calculations, it remains eligible for cash discounts, ensuring broader applicability across coal types. The scheme is designed to align pricing incentives with logistics capacity, encouraging higher evacuation and stock build-up ahead of peak electricity demand.

What is a "Performance Incentive (PI)" in Coal Supply?

A Performance Incentive (PI) is a surcharge paid by the consumer to the coal company when the actual coal offtake exceeds a certain percentage (usually 90% or 100%) of the contracted quantity.

While it rewards the coal company for supplying more than agreed, it acts as an additional cost for power plants. By relaxing or waiving the PI, BCCL is essentially removing this "extra charge," making it cheaper for power plants to buy and stockpile additional coal beyond their basic requirements.
