The 11th BRICS Youth Summit, has concluded with a final report reinforcing the bloc’s commitment to strengthening multilateralism, inclusion, and social justice. Guided by the motto, “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance,” the meeting emphasized building a sustainable, multipolar world grounded in the social participation of young people.
The main institutional deliverable was the signing of a new Multilateral Memorandum of Understanding (MoU) among signatory countries. This MoU strengthens governance and consolidates an expanded cooperation platform focused on youth public policies covering Social Inclusion, Innovation, and Sustainability.
Crucially, the MoU institutionalizes a new mechanism for continuity, the Executive Coordination Troika, composed of the current, previous, and incoming presidencies of the BRICS bloc. The BRICS Youth Council was also formally consolidated and incorporated new thematic areas, now addressing critical issues such as education, entrepreneurship, the fight against hunger and inequalities, and climate change.
The Executive Coordination Troika is a new governance structure established under the Multilateral Memorandum of Understanding (MoU) to ensure continuity and strategic direction in the BRICS youth agenda. It is composed of the current, previous, and incoming presidencies of the BRICS bloc. This mechanism institutionalizes long-term planning, allowing the youth agenda to evolve systematically across successive host nations rather than restarting each year.

This comprehensive agreement provides India with a formalized platform to advance its youth-centric and Global South foreign policy agenda. The expanded focus on climate change, inequalities, and entrepreneurship offers a collaborative framework for India to share its development successes (e.g., in digital inclusion and grassroots entrepreneurship) and work on mitigating shared challenges, such as youth unemployment and climate adaptation, across the world’s most populous nations.
